The RUP aims to establish a legal-planning framework for the desired spatial development of the plan area, taking into account the applicable policy frameworks and spatial visions already drawn up. This RUP contains an extensive preliminary study with design research and mobility study. This preliminary study must be drawn up with sufficient participation moments in the neighborhood. If necessary during the process, an EIA and/or MOBER plan is also included. The assignment consists of several phases that can or cannot be ordered by the city of Hasselt depending on the evolution of the project: Preliminary study with design research and mobility study through participation with the neighborhood Drafting a starting note, process note and environmental screening (possibly MOBER) Public consultation and request for advice Drawing up a scoping note Drawing up preliminary draft RUP and draft impact reports (possibly EIA plan) Provisional determination of RUP Public investigation Final determination of RUP A further description of the assignment is shown in the technical section of these specifications.
