The US Naval Air Systems Command (NAVAIR), Aircrew Systems (PMA-202) anticipates awarding a contract via Full and Open competition in the 3rd Quarter of Fiscal Year 2016 for Laser Eye Protection (LEP) threat spectacles to counter current and emerging laser threats. This notice is intended to be used for market research and technology survey purposes to assist PMA-202 in developing an acquisition strategy for the potential future competition. The production units intended to be procured under this effort shall meet the requirements of the DRAFT Performance Specification attached herein. DRAFT Statement of Work (SOW), DRAFT Specifications (Spec) and DRAFT CLIN Structure are hereby posted for industry review and comment.
INDUSTRY FEEDBACK to DRAFT RFP, SOW, CLIN Structure: The Government invites written industry feedback on the draft documents in the form of recommendations, comments and/or questions. Comments are strictly voluntary and will be considered by the Government to further refine the requirement and enhance the solicitation. Recommendations, comments and/or questions shall be submitted via electronic mail (email) in Microsoft Word or Microsoft Excel format, or Portable Document Format (PDF). When submitting, please include company name, address, point of contact, email address, phone number and fax number. If including proprietary information in the response: (1) ensure proprietary information is marked appropriately; and, (2) identify disposition instructions. Any information that is not marked as proprietary will not be considered as proprietary and may be subject to disclosure to third parties. Information and materials submitted in response to this request will not be returned. Classified material SHALL NOT be submitted. Recommendations, comments and/or questions must be submitted no later than 5:00 p.m. EST on 15 April 2015 to the Contract Specialist, Tyesha Parker, at [email protected] and the Contracting Officer, Mr. Jamie Billig, at [email protected]. The Government may not respond to any draft RFP question after this date. The Government intends to post responses to industry s comments to FBO, reserving the right to answer related questions under one response. As the Government intends to post replies to questions, ensure that there is no proprietary information in the question(s).

Synopsis: This is a follow-up announcement to the previously posted Presolicitaton Notice dated 31 March 2015. This announcement provides details for the Laser Eye Protection (LEP) Threat Spectacles Industry Day and one-on-one meetings with the Government.
INDUSTRY DAY GENERAL SESSION:

The Naval Air Systems Command (NAVAIR), Aircrew Systems Program Office (PMA202) intends to host an Industry Day to brief Laser Eye Protection Threat Spectacles requirements and obtain Industry feedback. The Industry Day is intended to be used as an early exchange of information among industry and the program manager, contracting officer, and other participants in the acquisition process to receive Industry feedback regarding the Navy s requirement. The Industry Day General Session will be held on 13 May 2015 at 21513 Great Mills Road, Suite 500, NSI Freedom Conference Room, Lexington Park, MD 20653 commencing at 8:30 a.m. EST. Sign-in will begin at 8:00 a.m. EST on 13 May 2015.
Companies interested in attending the Industry Day event are required to contact the Contract Specialist, Tyesha Parker, via email at [email protected] no later than 4:00 p.m. EST on 4 May 2015. The email must include the following information: company name, address, POC name and phone number, CAGE Code, and names and titles of all attendees. Due to the limited capacity of the event location, only four (4) attendees from each company will be permitted to attend the Industry Day General Session. Companies that fail to contact the Contract Specialist in accordance with the 4 May 2015 deadline above will be denied admission to the Industry Day event.
A meeting agenda, including the time for each attendee s one-on-one meeting with the Government, will be provided via e-mail several days prior to the event. Classified documents will not be provided at this time; they will be provided no later than the release of the final Request for Proposal (RFP).
If the number of companies in attendance necessitates extending the Industry Day to a second day to facilitate one-on-one meetings, the Industry Day will be extended to 14 May 2015. The Government will indicate its intention to extend the Industry Day to 14 May no later than 8 May 2015.
This is a no fee event. The Government will not reimburse the attendees for any cost associated with participating in or attending the Industry Day.
ADVANCE QUESTIONS:

If you have any specific questions that you would like the Government to answer during the Industry Day regarding the LEP Threat Spectacles Program, please submit them to the Contract Specialist, Tyesha Parker, via email at [email protected] no later than 4:00 p.m. EST on 4 May 2015. The Government is not bound to answer advance questions during Industry Day. For any questions the Government does answer, the questions and the Government s responses will be posted on FedBizOpps.
EXAMINATION OF PERSONNEL PROTECTIVE EQUIPMENT (PPE):

Following the Industry Day General Session on the morning of 13 May 2015, the Government invites interested potential contractors to privately view, examine and measure Personnel Protective Equipment (PPE) with which the LEP Threat Spectacles must be compatible. The amount of time allotted to each company will be dependent on the number of companies scheduled. The scheduled time frames will be equal for each company and provided at the time of scheduling confirmation and will be provided in the agenda. Requests for scheduling examination of PPE shall be submitted via email to Tyesha Parker at [email protected] no later than 4:00 p.m. EST on 4 May 2015. Companies that fail to contact the Contract Specialist in accordance with the 4 May 2015 deadline will be denied an opportunity to examine the PPE during the Industry Day event.
This is a no fee event. The Government will not reimburse attendees for any cost associated with participation in the examination of PPE.
GOVERNMENT - INDUSTRY ONE-ON-ONES:

Following the Industry Day General Session on 13 May 2015, the Government invites interested prime contractors to privately present comments in person on the LEP Spectacles Draft SOW, Draft Specification, and Draft CLIN Structure posted on FedBizOpps on 31 March 2015. The purpose of one-on-one sessions is to allow the Government to obtain feedback from your company representatives. One-on-one sessions will consist of any information on contractor/contractor team capabilities and experience that the participants would like to share. The scheduled time frames will be equal for each company. One-on-one appointments will be made on a first-come, first-served basis. There is no fee to arrange a one-on-one session and seating is limited to four (4) attendees per company. Please do not bring materials for distribution, as the LEP Team will not accept any materials offered. Classified material WILL NOT be discussed and SHALL NOT be submitted. All questions will be documented by the Government LEP Team, and a compilation of all questions (unattributed to the requesting contractor) from the Industry Day will be posted on FedBizOpps. Industry Day briefing slides, attendance sheets and written responses will also be posted to FedBizOpps. Requests for scheduling one-on-one sessions shall be submitted via email to Tyesha Parker at [email protected] no later than 4:00 p.m. EST on 4 May 2015. The Government is not obligated to, and will not pay for, any information received from potential sources as a result of this posting.
This is a no fee event. The Government will not reimburse the attendees for any cost associated with participation in or attending the one-on-one sessions.
SCHEDULE CONFIRMATION:

No later than 8 May 2015, the Government will provide individual companies an agenda covering the Industry Day General Session, PPE examination appointment and one-on-one session.
The Government requests that notification of Industry Day attendance, and expressions of interest in PPE examination appointments and one-on-ones sessions be submitted in a single email.

The Government intends to post additional information related to Industry Day. Interested parties are encouraged to monitor FedBizOpps for pertinent updated information.

ADVANCED QUESTIONS:

The Government provided a draft Performance Specification posted 31 March 2015 for the Laser Eye Protection Threat Spectacle requirements. The Government requests that all interested parties under the anticipated NAICS, review the Performance Specification and provide feedback. The Government is very interested in obtaining Industry s comments regarding all characteristics of the Performance requirements in Section 3.0 and Verification requirements in Section 4.0.
