ASSIGNMENT DESCRIPTION
The overall objective of the project is to facilitate private investment in Lao PDRs transmission sector. To achieve this, the project will work at the sector level to undertake market assessment, scoping and identification of specific projects to demonstrate bankable PPP structures/transactions to attract private investment. It will also undertake activities to attract private investment in specific transmission lines that can serve as pilot for replication and scale-up. The objective of this specific consulting assignment is to undertake a Pre-feasibility Study for Transmission Line connecting the Sekong basin in Lao PDR with Vietnam. The Pre-feasibility study will focus on technical, environmental & social and financial aspects of the Pre-feasibility study. It is important to note that legal and regulatory analysis is not required for this study, as it is being undertaken separately.
Addressing bottlenecks in transmission is a critical challenge in Lao PDRs power sector. Lao PDR aspires to be the battery of South-East Asia and has exploited a large part of its hydro resources to build around 7, 000 MW of generation capacity and a further 6, 000 MW are at different stages of development. While there is adequate generation capacity for the country, it is not sufficiently connected to the domestic load centers as well as export markets. One of the key problems facing the power sector in Lao PDR is lack of investment in the countrys transmission sector, which has a projected need of USD 5.8 billion over the next 10 years. The Govt of Lao PDR is keen to develop its transmission infrastructure with private investment instead of using public money that has been the norm in the past. IFC has signed a MoU with the Ministry of Energy and Mines of Lao PDR to attract private investment in the transmission sector.
Given the above background, IFC is keen to engage a consulting firm or a consortium of firms led by a Lead Firm to undertake technical, environmental & social and financial Pre-feasibility analysis of a specific transmission line connecting the Sekong basin to Vietnam. The detailed scope of work and other particulars will be shared with shortlisted firms / consortium of firms.
