.1 Working towards the outcomes and objectives identified within the Project Plan, the successful Proponent is to apply proven parks-based (non-urban) technical design practices in conjunction with appropriate tools and skilled resources through the Conceptual Design, Detailed Design, Approval Process, Issued for Tender, Issued for Construction and Project Close Out phases for the site to achieve the end result desired by the Province. .2 The work to be accomplished under this project is to develop a staging area off Highway 11 (see Appendix 2 Map of Project Area) to provide safe access to the Whitegoat Falls and Vision Quest hiking trail. The work includes: a. Paving and widening of the primary access point from Highway 11. b. Widening and resurfacing of the existing transfer station road. c. Gravel parking area for 20 vehicles. d. Two-stall vault toilet building. e. Trail viewpoint structure designed to accommodate up to 10 people. The wooden platform will be constructed low to the ground and set back safely from the cliff edge, providing clear and ample views of the falls. f. Engineered staircase along steep sections of trail, providing access to a viewing area of the Whitegoat Falls. g. Information kiosk. h. Bear-proof garbage and recycling bins. i.
