TERMS OF REFERENCE
I. PROJECT SUMMARY
Project Title: GENSAN Airport Enhancement

II. PROJECT BACKGROUND:
General Santos International Airport is an alternate international airport located in the city of General Santos serving the greater area of Region XII also known as SOCCSKSARGEN including the Province of Maguindanao. SOCCSKSARGEN is an acronyms of the provinces and major cities of the region namely South Cotabato, Cotabato City, Cotabato Province, Sultan Kudarat, Sarangani Province and the city of General Santos. It is officially classified an International Airport by the Civil Aviation Authority of the Philippines (CAAP). It has the third longest runway of 3.227km after NAIA and Mactan International Airport, equipped with modern navigational aids such as Night Landing facilities, Very High Frequency Omni-directional Range and state of the art fire trucks.
Regarded as the largest airport in Mindanao, the airport was built on fund by the USAID amounting to USD47.6Million in a 600-hectare plot, more or less, and 14 km away from the business district. Since its official operation in 1996, the airport has already accommodated bigger and wider aircraft. It is the first airport in Mindanao to accommodate the landing and takeoff of Boeing 747 and capable of handling Airbus A380. Aside from Tuna Cargo, airlines such as PAL and Cebu Pacific come to Gensan because of the increasing passenger traffic going to and coming from Manila, Cebu and Iloilo. Currently, Cebu Pacific has fielded 4 flights for Manila-Gensan-Manila, 1 flight for Ilo-ilo-Gensan-Iloilo and Cebu-Gensan-Cebu routes while PAL had one Airbus 300 for Manila-Gensan-Manila and Airbus A330 for Cebu-Gensan-Cebu route.
Planned Expansion. The consistent growth of passenger-s traffic in the airport had compelled DOTC to plan for its expansion. The agency had already awarded the bid for a P959 million expansion of the airport which will involve the rehabilitation and expansion of the terminal building and its component facilities. This development will double the airport-s capacity designed to accommodate future operations which is seen to go hand in hand with the rapid economic growth of the city and its catchment areas. To boost the impression of the city as the tuna capital of the Philippines, the faA§ade will take the image of a tuna fin.

Mission: Operate utmost considerations on safety, efficiency, hospitality and greening in order to deliver quality service to passengers, cargo operators, concessionaires, airline companies and airport employees.
III. RATIONALE:
Looking into the experience of countries such as Singapore, Japan, Hong Kong, Bali, Indonesia, among the few, the experience of the warmth of the place begins at the airport. It is expressed, in so many subtle or apparent ways, but all are distinctively a showcase of their own local culture. From the smiles of personnel, down to the design, smell, colors, etc., airports creates an ambience of a warm welcome that formed part of the memorable experience of tourists.
The proposed expansion and redesigning of the terminal building of Gensan Airport is an opportunity for the region to showcase not only a modern airport facility that can satisfy tourist needs but also the warmth of the people that has developed through harmonious co-existence under a diverse cultural background. While the roofing structure will take the form of a tuna Fin resembling Gensan as a major supplier of Tuna in the world market, the interiors must also be designed and provided with graphics that will create excitement to visitors, and intended to eventually trigger their desire to explore the region. The graphics in brilliant colors of nature will create a temptation for a photo op which is the cheapest way of promotion via social media. At the same time, it will serve as way finders within the airport terminal. In summary, the interiors of the airport will exude an ambiance of a warm welcome and exciting, unforgettable tourism experience that is worth coming back. This is purposely to lure more visitors and increase passenger traffic to Gensan Airport and eventually make it a Tourist Destination.
OBJECTIVES:
This is an Action plan to elicit positive, warm and locally-inspired curated environment for our travelers.
1. Curate a world-class experience for the modern travelers with an ensemble of local cultures and design, pride of place and global standards of airport design
2. Be one of the top 3 best well-designed airport interiors in the Philippines
IV. DESCRIPTION
This project will enhance the interior of the airport. The walls shall be utilized to carry appropriate designs that will help passengers move about inside the airport and learn basic information about the distinct tourism destinations and other tourism service providers in the region, particularly the accredited ones.
The Product Development, Gensan Airport Enhancement, shall be implemented in three (3) areas namely:
1. Arrival Area
2. Departure Area
3. Parking Area.
ARRIVAL AREA
The Arrival Area exudes tropical, relaxed, with vitality, like warm welcome and hug to the place. There will be world-class way finders and markers to help passengers move about. The visuals shall represent the cultural icons of SOCCSKSARGEN to make the visitors feel that they are already in a new region with unique culture; and to make those coming home have a sense of familiarity and feel that they are indeed home.
There will also be marketing and advertising area to help fund the improvements of the airport. This is also aimed at producing harmonious and elegantly presented advertisements that would add to the total look of the airport.
DEPARTURE AREA
The Departure Area will have a mini-gallery in the airport exuding an ambience that is subtle and warm like a living room in SOCCSKSARGEN. The posts shall bear the colors of SOX and distinct designs of the widely acclaimed weaves of the of the local tribes.
Basic messages intended for the travelers shall also be put in place as well as other cultural icons of SOCCSKSARGEN. This will help amplify the audio-visual materials of the different cities and municipalities of the region that promote tourism and development.
V. SCOPE OF WORK
Initially, the enhancement initiatives will initially covers the Arrival Area including that of the location of Comfort Rooms and Departure Area. The scope of work is described below:

Expense on Design and labor in the installation of Signage, Decors, Icons using various materials like cintra boards, formica, acrylic and paints 100, 000

Expense on labor in the installation including painting jobs of Pillars, Centerpiece bench, column grass, wall planks and design
Restrooms
Expense on Design and labor in the installation of Signage and iconic mirrors
Departure Area
Expense on Design and installation of columns, wood beams, hanging plants, chandelier and bench, lighting and painting, aircon case, including painting jobs
VI. DUTIES OF THE CONTRACTING PARTY
1. Rendering design representing core tourism values of region XII based on the description above that will form part of the bid documents and criteria for selection by the RBAC; (interested party may visit the site, secure information from the DOT for the iconic attractions of the region);
2. Assist/provide technical inputs to the DOT in the production/printing of the agreed design using the most appropriate materials;
3. Secure/coordinate installation permits and activities from the concern authorities such as CAAP, LGUs, if necessary;
4. Installation according to the approved design and construction methods specified by authorized government rules;
5. Turn-over of the completed works to CAAP upon certification of the DOT of the satisfactory completion of the project.
VII. DELIVERABLES:
The completion of project will involve the following (after the contractor has been decided):

2. Final Design (printing\production of materials will be done by a third party 2 days after the meeting
3. Installation of materials in the designated areas 2 weeks
4. Final inspection by CAAP/DOT and other stakeholders 2 days after report of completion by the contractor
VIII. CONTRACT PRICE (ABC):
The approved Budget for the contract is P125, 000.00 inclusive of all taxes paid to the government.
IX. INSTRUCTION TO INTERESTED BIDDERS
A. The deadline of submission of quotation shall be on August 29, 2017. The bidders shall send their duly accomplished quotation together with the eligibility requirements to DOT-XII, G/F KL Lucena Realty Bldg., Alunan Ave. Corner Jose Abad Santos St., Koronadal City 9506. Late submission shall be rejected.
B. Instructions
1) The bidders shall submit the following Eligibility Documents in addition to the prescribed quotation form:
a. Registration certificate from the Securities and Exchange Commission (SEC), Department of Trade and Industry (DTI) for sole proprietorship, or Cooperative Development Authority (CDA) for cooperatives, whichever is applicable;
b. Mayor-s permit issued by the city or municipality where the principal place of business of the prospective bidder is located;
c. Valid PhilGEPS Registration Certificate
d. Tax Clearance
2) All entries shall be typed or written in a clearly legible manner in indelible ink.
3) Prices are inclusive of taxes, delivery and other incidental costs.
