Tender Details

Tenders are invited for Kai Tak Development - Stage 4 Infrastructure at the Former Runway and South Apron.

The works mainly comprise:
(a) construction of a dual two-lane Road D3 (Metro Park Section)(MPS) comprising the at grade road, elevated road, depressed road and underpass;
(b) construction of a single 2-lane Road L12d;
(c) construction of remaining works of an underpass (Road L14);
(d) construction of a salt water pumping station and associated water intake;
(e) construction of a sewage pumping station;
(f) construction of landscaped deck above Road D3 (MPS), and the public open space and promenade adjoining Road D3 (MPS), and
(g) ancillary works including associated footpaths, street lighting, traffic aids, drainage, sewerage, water mains, landscaping works, modification of seawall and electrical and mechanical works.

Works to be included in the contract as items subject to excision include the following:
(h) construction of noise barriers at the former runway; and
(i) modification of an existing seawater intake.

The works are scheduled to commence in early 2019 and will take about 48 months to complete.

Sealed tenders, in duplicate, must be clearly marked with the tender reference and the subject of the tender on the outside of the envelope (but should not bear any indication which may relate the tender to the tenderer) addressed to the Chairman, Central Tender Board, and placed in the Government Secretariat Tender Box located on the Lobby of the Public Entrance on the Ground Floor, East Wing, Central Government Offices, 2 Tim Mei Avenue, Tamar, Hong Kong. Tenders must be deposited in the tender box as specified in this tender notice (“Specified Tender Box”) before the tender closing time. Late tenders and tenders not deposited in the Specified Tender Box will not be accepted.

If a black rainstorm warning signal or tropical cyclone warning signal No. 8 or above is in effect at any time between 9:00 a.m. and 12:00 noon on Friday, 7 December 2018, the tender closing time will be postponed to 12:00 noon on the first working day after the black rainstorm warning signal has ceased to be in effect or the tropical cyclone warning signal No. 8 is lowered. An announcement of change will be made through the radio. In case of blockage of the public access to the location of the Specified Tender Box at any time between 9:00 a.m. and 12:00 noon on Friday, 7 December 2018, the Government will announce extension of the tender closing time until further notice. Following removal of the blockage, the Government will announce the extended tender closing time as soon as practicable. The above announcements will be made via press releases on the website of Information Services Department (http://www.info.gov.hk/gia/general/today.htm).

Remarks :

a. Selective tendering is adopted. Contractors on the List of Approved Contractors for Public Works in Group C (confirmed) under the Roads and Drainage Category or joint ventures with participation of local and/ or overseas contractors with one of the members being on the List of Approved Contractors for Public Works in Group C (confirmed) under the Roads and Drainage Category who also meet the following qualification and other conditions for participation stipulated in the tender documents are invited to tender:

i) The tenderer, or the lead participants / major shareholders in case of a joint venture tenderer, has completed at least one construction contract involving roads and drainage works with an awarded contract value of not less than HK$650 million, in or outside Hong Kong, within the past 15 years counting from the original date set for the close of tender;

ii) The tenderer, or the lead participants / major shareholders in case of a joint venture tenderer, has completed at least one Design and Build civil engineering and/or building construction contract with the awarded contract value of not less than HK$650 million, in or outside Hong Kong, within the past 15 years counting from the original date set for the close of tender;

iii) In the case of a joint venture tenderer:-
(1) at least one participant or shareholder (who may not be the lead participant or major shareholder) is a contractor on the List of Approved Contractors for the Public Works in Group C (confirmed) under the Roads and Drainage Category; and

(2) the total percentage participation of participant(s) or shareholder(s) who may or may not be the lead participant or major shareholder and is/are contractor(s) included in the List of Approved Contractors for Public Works in Group C under the Roads and Drainage Category shall be at least 40%.

The detailed requirements on the tenderer-s qualifications and those for joint ventures with participation of local and/or overseas contractors, if applicable, are stipulated in the tender documents.

b. Contractors not yet on the List of Approved Contractors for Public Works in Group C (confirmed) under the Roads and Drainage Category may also submit a tender if they submit a request for participation together with a duly completed application for inclusion in the above-mentioned approved list/category by 7 November 2018 to Chief Engineer/East 5, East Development Office, Civil Engineering and Development Department at 12th Floor, Suite 1213, Chinachem Golden Plaza, 77 Mody Road, Tsim Sha Tsui East, Kowloon, Hong Kong, meet the qualifications and conditions for participation, and the application for inclusion is duly approved on or before the tender closing date. c. Contractors will be liable to have their names removed from the approved list if they fail or refuse to implement an accepted tender.

d. This tender is covered by the Agreement on Government Procurement of the World Trade Organization and will not involve electronic auction.

f. A charge will be levied for the delivery of tender documents where the delivery of tender documents is requested by a tenderer. A written request must be made.

g. The Government of the Hong Kong Special Administrative Region does not bind itself to accept any tender irrespective of whether the tender is the lowest bid or where the assessment of tenders is based on a marking scheme or formula approach, the tender has the highest overall score.
