INVITATION TO BID



REPAIR/RENOVATION OF THE CED BUILDING



1. The INDUSTRIAL TECHNOLOGY DEVELOPMENT INSTITUTE, through the General Appropriations Act (GAA) Capital Outlay 2019 intends to apply the sum of Twenty Six Million One Hundred Fifty Thousand Pesos (Php26, 150, 000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for the Repair/Renovation of the CED Building. Bids received in excess of the ABC shall be automatically rejected at bid opening.

2. The INDUSTRIAL TECHNOLOGY DEVELOPMENT INSTITUTE (ITDI) now invites bids for Repair/Renovation of the CED Building. Location is at ITDI-DOST Compound Gen. Santos Bicutan, Taguig. Completion of the Works is required One Hundred Eighty (180) calendar days.

3. Bidders should have completed, within five (5) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.

4. Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the -œGovernment Procurement Reform Act-.

5. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.

6. Interested bidders may obtain further information and inspect the Bidding Documents at the ITDI BAC Secretariat, Second Floor Metrology Bldg. starting June 17, 2019 from 8:00AM - 4:00PM.

7. A complete set of Bidding Documents may be acquired by interested Bidders from June 17, 2019 until July 8, 2019 at the ITDI BAC Office, Second Floor Metrology Bldg. upon payment of the applicable fee for Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Fifteen Thousand Pesos (P15, 000.00) only.

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS), provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.



8. The ITDI-BAC will hold a Pre-Bid Conference on June 24, 2019 at 9:00 A.M at the Metrology Conference Room, 2nd Floor ITDI Metrology Building, DOST Compound Gen. Santos Ave. Bicutan, Taguig City.

9. Bids must be delivered on July 8, 2019 between 8:30 am to 9:00 am at the Metrology Conference Room, 2nd Floor., ITDI Metrology Building, DOST Compound Bicutan, Taguig City. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18.

10. Bid opening shall be on July 8, 2019, and will start at 9:01 a.m. at the Metrology Conference Room, 2nd Floor ITDI Metrology Building, DOST Compound Bicutan, Taguig City. Bids will be opened in the presence of the bidders- representatives who choose to attend. Bids submitted after 9:00 a.m. on July 8, 2019 shall not be accepted.



11. The INDUSTRIAL TECHNOLOGY DEVELOPMENT INSTITUTE (ITDI) reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.



12. The Bidders shall submit three (3) copies of their duly accomplished eligibility requirements, Technical and Financial Proposal into three (3) separate sealed envelopes.



13. The participating bidders/contractors should have completed similar project of at least 50% of the ABC, and have the key personnel and equipment, (listed in the eligibility forms) available for the prosecution of the contract.
