INVITATION TO BID
SUPPLY, DELIVERY AND INSTALLATION OF ONE (1) LOT AIRCONDITIONING UNITS

1. The Philippine Drug Enforcement Agency (PDEA), thru its Bids and Awards Committee (BAC), intends to apply the following sum being the Approved Budget for the Contract (ABC) (inclusive of VAT) to payments under the contract for the following item/s:

2. Bids received in excess of the ABC shall be automatically rejected during bid opening.
3. The PDEA - BAC now invites bids from authorized manufacturers, distributors, dealers or suppliers for the SUPPLY, DELIVERY AND INSTALLATION OF ONE (1) LOT AIRCONDITIONING UNITS.
4. Required Delivery Period for the Goods are as follows:

5. A Prospective Bidder should have completed, within three (3) years from the date of submission and receipt of bids, a contract similar to the Project.
-œSimilar- contract shall mean AIRCONDITING UNITS OR OTHER RELATED MACHINERIES.
The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.
6. Bidding will be conducted through open competitive bidding procedures using a non-discretionary -œpass/fail- criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the -œGovernment Procurement Act.-
Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183.
7. Interested bidders may obtain further information from the Philippine Drug Enforcement Agency (PDEA) and inspect the Bidding Documents at the address given below during office hours (8:00 am to 4:00pm) on weekdays only.
8. A complete set of Bidding Documents may be acquired by interested Bidders during office hours (08:00 am to 04:00 pm) but no later than 05:00 pm from the address given below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB as reflected in the table above.
The Invitation to Bid and Bid Data Sheet may be downloaded from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and PDEA Website at www.pdea.gov.ph, provided that Bidders shall pay the applicable non-refundable fee for the Bidding Documents not later than the submission of their bids.
For the Pre-bid Conference, bidders are encouraged to send their authorized technical representatives or personnel who are familiar with the bid requirements and will prepare the Bidding Documents
