PROJECT OBJECTIVES



Corazon Locsin Montelibano Memorial Regional Hospital (CLMMRH) is upgrading and expanding its healthcare services thereby safety projects is being pursued to support one of the DOH-s strategic approaches to improve the delivery of basic yet essential and economical healthcare services. To achieve such, expanding and rehabilitation of the existing medical gas pipelines and installations of an Integrated In-House Medical Oxygen Generating Plant which will produce stable purity of not less than 94% of medical oxygen is highly essential. Also, it is the goal of this institution to realize a combined approach of serving the entire oxygen need of CLMMRH through a centralized and manifold type of oxygen supply setting given the on-going and continuing facility development projects of the hospital. Therefore, this being considered a top priority project of the hospital has outlined the following considerations:



1. To guarantee a safe, uninterruptible and economical supply of medical oxygen;

2. To ensure that this hospital adapts and uses medical technology products which provide an eco-friendly environment and minimizes if not eliminating the use of any harmful chemical or agents that will be detrimental to human life and other living things; and

3. To find the most financially viable offer from various industry partners who are willing to offer a financing scheme that will enable this hospital to meet the most critical requirement for medical oxygen plant in the most economical and reasonable cost under the Special Payment Plan that can be offered by the interested bidder.





GENERAL REQUIREMENTS FOR AN INTEGRATED IN-HOUSE OxYGEN PLANT



At present, CLMMRH has an approved six hundred (600) beds capacity but its actual census is more or less eight hundred (800) patients daily. With this increasing number of patients, it currently consumed an average of 1, 800 cubic meters of oxygen per day. However, due to its on-going and continuing expansion of its facility projects and services for the next five (5) years, it is expected to generate higher consumption of oxygen products through the years.



Aware of the considerable financial and infrastructure requirement of this project (Medical Oxygen Generating Plant), the hospital shall give consideration on the best financial payment plan/term that a bidder could offer as the most feasible option for CLMMRH. This is a Turnkey Project that integrates the entire Medical Oxygen Generating Plant, Manifold and Refilling Station as a complete solution approach in the most efficient yet economical way for CLMMRH. The entire systems as indicated herein must be supplied together for this purpose and the Supplier must consider the general technical requirements including the additional beds and services of CLMMRH with direct impact in its current and future oxygen supply in the submission of a bid proposal for this project to wit:



I. OxYGEN GENERATOR SYSTEM



a. Medical grade oxygen generator providing stable oxygen purity of not less than 94 %;

b. Pressure Swing Absorption technology;

c. Paramagnetic oxygen analyzer UPSTREAM the oxygen tank with dedicated flow meter and calibration button;

d. Low purity emergency shut-off valve mounted UPSTREAM the oxygen tank with dedicated flow and meter and calibration button;

e. Integrated pressure manometers for both oxygen and compresses air control;

f. Oxygen Manifold cabinet must be composed of brass pneumatic valves;

g. Air Manifold cabinet must be composed of stainless steel pneumatic valves;

h. Oxygen output from generator must be at 4.5 to 6 bars;

i. The lifespan of Molecular sieve must not be less than ten (10) years;

j. Special humidity and shock protection for molecular sieve;

k. Sterile medical grade oxygen filtration with stainless steel filters body;

l. Air inlet duplex filtration;

m. Automatic regulation with energy saving working mode;

n. High definition touch screen control panel with digital screen no less than 5.5-;

o. Real time and direct monitoring and trending curves for oxygen purity and pressure;

p. 24/7 continuous recording must be possibilities on SD Card or an Equivalent recording;

q. Remote monitoring supervision and management system possible via Ethernet connection;

r. Preventive maintenance automatic warnings;

s. Preventive Maintenance schedule charts and minimum two (2) years costing information;

t. Remote alarm option via SMS (mobile phone);

u. Historical logging of all alarms;

v. Automatic permutation and automatic start/stop function capabilities in case of combination of two or more generators; and

w. CE Certificate - Class IIB according to EU Medical Devices Directive.





II. HIGH PRESSURE FILLING SYSTEMS



a. Oil free reciprocating oxygen booster up to 170 bars;

b. High pressure reducer to 10 bars;

c. Stainless steel plus brass filling manifold;

d. Continuous round the operation with low RPM for long service life; and

e. Preventive maintenance schedule charts.





MANUFACTURER/SUPPLIER CAPABILITY AND PERFORMANCE



-c Minimum of sixty (60) oxygen generators in operation in developing counties;

-c Minimum of three hundred (300) oxygen generators in operation in the world;

-c Hospital satisfaction/reference letters from at least three (3) different continents;

-c Establishment as Medical Oxygen Manufacturer for at least twelve (12) years; and

-c Up-to-date ISO 9001 and ISO 13485 certificates clearly mentioning OxYGEN GENERATION SYSTEMS in the covered activities plus free sales certificates from sanitary authorities.

This includes Hot Air Ventilation System, General Electric Cabinet, and Air-Conditioning System as well as the following:

-c All equipment are installed and connected inside External oxygen and air tanks;

-c Electrical box with safety protection and internal lighting;

-c Air Exhaust from air compressors;

-c Roofing Thermal Insulation;

-c Cooling ventilation system;

-c Air-conditioning units located on sensitive parts; and

-c Office and maintenance rooms



Note: The bidder shall provide a proposed design and lay-out to be approved by the Hospital





PERFORMANCE AND SCOPE OF SERVICES



a. The medical oxygen system offered must be able to supply 100% or more than the above mentioned daily consumption (1, 800 cubic meter).

b. The oxygen compressor shall produce medical oxygen with purity at a minimum of 94%.

c. To guarantee continuous supply of medical oxygen at all times, a back-up oxygen system is required with automatic switch over to supply the oxygen mainlines of the entire hospital. The oxygen generators must be supplied with advanced functions of control and monitoring of up to two production lines with automatic switch functioning capabilities, automatic regulation of the oxygen generator with energy saving management system, real time recording of oxygen purity, oxygen pressure and the possibility to be connected to several gas analyzers. The reserved or back-up oxygen system must be capable to augment the regular daily usage of the hospital without interruption.

d. Medical pipes shall be color-coded and with proper signage as per standard promulgated by the Department of Health which is in accordance with the international standards for medical oxygen plant.



METHODOLOGY



a. The Supplier/Bidder shall collect and study the data which pertains to the medical oxygen usage in order to come up with the most feasible design indicating the technical specifications and parameters of oxygen compressor, copper tubes, capacity of medical oxygen plant. The technical specifications and parameters shall be in accordance with the standards set by the department of Health and international governing bodies for medical oxygen compressors in Europe and/or USA.

b. The detailed and specifications of the oxygen plant shall be submitted to the management of this hospital for review and approval prior to the project.

c. Turnover and commissioning of the project shall be done by the contractor/ supplier after the project is completed.



PROJECT SCHEDULE AND COMPLETION PERIOD



The supply, delivery, installation, testing and commissioning of the above project including installation of f additional gas piping if necessary shall not be more than 0ne hundred eighty (180) calendar days.



REQUIREMENTS AND CONDITIONS



The prospective supplier/bidder has an active PCAB license, has experience regarding to the completion of at least one (1) hospital-related infrastructure project whose value adjusted to the current prices using the National Statistics Office (NSO) consumer price indices had a value of at least 30% of the Approved Budget Contract (ABC), and has key personnel and equipment available for the implementation of the proposed project.



Moreover, the following must be accomplished:

-c Obtain and submit all relevant project-specific documents (building plans, site maps and, etc.) to the concerned government agencies;

-c Obtain all the necessary clearances, licenses, permits and certificates from all concerned government agencies;

-c Process on behalf of the hospital (as a manufacturer), the following:

o License to Operate - -œAdoption and Implementation of the Pharmaceutical Inspection Cooperation Scheme (PIC/S) Guides for Good Manufacturing Practice (GMP) for Medicinal Products as per DOH AO No. 2012 - 0008- and -œRevised Regulations for the Licensing of Drug Establishments and Outlets as per DOH AO No. 56s 1989-.

o Registration of Medical Grade Oxygen - -œUpdated Checklist of Requirements for Registration as per Memo PSD02 - 12-.

o All the requirements set forth by the Food and Drug Administration (FDA) Circular No. 2014 - 018 or the FDA directive for the Licensing of Health Facilities involved in the Production of Medical Grade Oxygen.

-c See to it that the output product (oxygen) will be in compliance with the latest edition of the European or American Pharmacopeia.

-c Assign an on-site Project Engineer and a Safety Officer before, during and after the implementation of the proposed project;

-c Concur to all of the hospital-s requirements as needed, to wit:

o Prepare and submit the following:

i‚§ PERT-CPM diagram with a corresponding S-curve prior to the commencement of work;

i‚§ Program of Works for approval showing the general methods, arrangement, order, and timing for all activities stated in the Scope of Works;

i‚§ Construction Health and Safety Program (CHSP) with operational details for approval once the contract is awarded;

i‚§ List of Personal Protective Equipment (PPEs) for eyes, face, hands, and feet, protective shields and barriers that will be provided to its personnel;

i‚§ Progress report on a weekly basis-Monthly Basis;

i‚§ Statement of Work accomplished/billing; and

i‚§ Five (5) As-built plans prior to the turnover of the project.

o Fill-up the Safety Inspection Checklist provided by the EFM prior to the commencement of work;

o Seek consent prior to the commencement of work stipulated in the approved program of works; and

o Seek approval for all project-related materials stated in the approved Bill of Quantities prior to its delivery.

-c Adhere to the strict observance of the construction safety precautionary measures and abide with the policies, rules and standards of CLMMRH when inside the hospital premises for the duration of the project;

-c Must have a construction logbook;

-c Have the site ready for inspection at all times for the duration of the project;

-c Shall provide construction safety signages and posters as a precaution to advice the workers and the general public of the hazards existing in the work site; and

-c Provide company uniform, identification cards, and appropriate protective gears at all times to all its personnel.

-c Provide lists of personnel, tools and equipment to the Security Office;

-c Shall install a signboard with adequate and relevant information about the on-going project in compliance with the requirements of Commission on Audit (COA) Circular No. 2013-004; and

-c Take pictures before, during, and after construction of items of work especially the embedded items.
