ITB - GA Supply and Delivery of 21 Million pieces 5.56mm M855/SS109 Bullet Project

1. The Department of National Defense, Government Arsenal, through the General Appropriations Act FY 2018 intends to apply the sum of NINETY MILLION THREE HUNDRED THOUSAND PESOS (Php90, 300, 000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for the Supply and Delivery of 5.56mm M855/SS109 Bullet. Bids received in excess of the ABC shall be automatically rejected at bid opening.



2. The DND-GA now invites bids for the procurement of Twenty-One Million (21, 000, 000) pieces 5.56mm M855/SS109 Bullet. Delivery of the Goods is required within one hundred eighty (180) calendar days from the receipt of Contract and Notice to Proceed. Bidders should have completed, within the last five (5) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section III. Bid Data Sheet.



For this purpose, similar contracts shall refer to Manufacture / Supply of Small Arms Ammunition, Case, Bullet and /or Primer.



3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary -œpass/fail- criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the -œGovernment Procurement Reform Act-.



Bidding is open to all interested bidders, whether local or foreign, subject to the conditions for eligibility provided in the IRR of RA 9184.



4. Interested bidders may obtain further information from DND-Bids and Awards Committee Secretariat and inspect the Bidding Documents at the address given below from 8:00 AM to 5:00 PM Monday to Friday excluding holidays.



5. A complete set of Bidding Documents may be purchased by interested Bidders starting August 6, 2018 from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of FIFTY THOUSAND PESOS (Php50, 000.00).



It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.



6. The DND-GA will hold a Pre-Bid Conference on August 16, 2018 to start at 10:00 AM at DND-BAC Conference Room, Basement, Right Wing, DND Bldg., Camp General Emilio Aguinaldo, Quezon City, which shall be open to prospective bidders.



7. Bids must be duly received by the BAC Secretariat at the address below on or before August 28, 2018 at 10:00 AM. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18.



Bid opening shall be on August 28, 2018 at 10:00 AM at DND-BAC Conference Room, Basement, Right Wing, DND Bldg., Camp General Emilio Aguinaldo, Quezon City. Bids will be opened in the presence of the bidders- representatives who choose to attend at the address below. In case the said date of bid opening falls on a holiday or a fortuitous event or was announced as a non-working day, the bid opening will be held on the next working Tuesday or Thursday, as the case may be. Late bids shall not be accepted.



8. The HOPE reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders. Further, the HOPE reserves the same right, if the funds/allotments for said program/project/activity have been withheld or reduced through no fault of its own.
