Development of training content and supporting materials 5. Training of clerks providing the Virtual Government Window service 6. Provision of the Virtual Government Window service on a pilot basis 7. Evaluation of the operation of the pilot phase, feedback on modification needs 8. Finalization of the Virtual Government window service 9.
