TERMS OF REFERENCE

A. BACKGROUND:
The PCW-s current ICT network infrastructure was established in 1998 to respond to the computerization and connectivity of the agency. Since then, the network equipment and cable connections have been degrading to the point of obsolescence. Network problems and outages have been increasing as the network structure can no longer handle the continuous expansion of the PCW-s ICT needs. While stop-gap solutions were applied by the IRMD-ICTU, the temporary fixes proved to be costly, time-consuming and inefficient; addresses only a small facet of the bigger problem.
Given the circumstances, there is a need to upgrade the current network infrastructure of the PCW to a more modern, reliable, scalable and flexible network infrastructure, which is the cornerstone for automating mission-critical services and core functions of the PCW. This is in line with the PCW 2015-2017 Information Systems Strategic Plan (ISSP) endorsed by DOST-ICTO and DBM-MITHI.
Preparatory to the actual network enhancement project approved by DBM-MITHI, an assessment of the network will be conducted.
As the knowledge on modern network architecture of the IRMD-ICTU staff is limited, an IT consultant to conduct a needs and gaps analysis of the PCW network infrastructure and to develop a network improvement roadmap will be hired.
B. OBJECTIVES
1. To conduct needs and gaps analysis on the current ICT network infrastructure of PCW and its resources.
2. To develop a network enhancement strategic roadmap inclusive of the recommended designs/technologies/standards based on the PCW-s requirements, necessary costing and migration plan.
3. To develop the Terms of Reference for the implementation of the network enhancement strategic roadmap.

D. PROJECT DURATION
The project is expected to be completed within two (2) months from the contract effectivity date, following the projected work plan stipulated under Section H of this Terms of Reference.
E. ROLES AND RESPONSIBILITIES:
IT CONSULTANCY
1. Conduct an inventory of current PCW ICT infrastructure and resources which includes but not limited to network facilities, server computers, computer workstations.
2. Assess the current network infrastructure issues, challenges, vulnerabilities, which include compliance to current standards and practices, reliability, redundancy and stability.
3. Review current ICT business requirements and identify PCW-s future ICT needs and recommend technologies/strategies to address such needs.
4. Develop a detailed gap analysis report based on the current ICT state and future requirements.
5. Develop the network enhancement strategic roadmap that contains the proposed future-proof network infrastructure design/configurations, recommend standards and policies related to the proposed design (i.e. backup scheme IT housekeeping/preventive maintenance, system failover/redundancy, ICT security measures and system sanity check), necessary costing, implementation and migration plans.
6. Develop/formulate the Terms of Reference in coordination with the IRMD-ICTU for the 2017 network enhancement/upgrading project.
PCW
1. Designate technical officer/staff who shall act as a Contact Person/Coordinator in coordinating/scheduling the use/availability of facilities, arranging meetings, and interfacing with the Second Party regarding its services and outputs.
2. Review the Contractor-s outputs and forward the corresponding comments/proposed revisions to the Contractor not more than five (5) working days after receipt of the outputs.
3. Provide the workspace/ venue meals, equipment such laptops, projectors, and other materials necessary in the conduct of meetings/discussions relevant to the analysis of the ICT business requirement, data gathering and other similar activities.
4. Pay the Contractor the agreed professional fee which shall be indicated in the project contract.
F. MINIMUM QUALIFICATION AND REQUIREMENTS:
1. The Contractor(s) should be in the IT business for a minimum of ten (10) years;
2. Must have satisfactorily completed a similar contract with a government agency.
3. Contractor(s) must have the following qualifications:
-c A degree in Computer Science, Information Technology or other similar fields.
-c Minimum of 5 years experience with Computer Systems and Network Support (multi-platform clients and servers setup)
-c Minimum of 5 years experience in designing, implementing and maintaining enterprise level data networks (wired/wireless), including structured cabling, setting-up network equipment (switches, routers, access points), troubleshooting and management/administration.
-c Minimum of 5 years experience with deployment and administration of multi-platform servers in heterogeneous environments (Windows and/or Linux), including DNS, DHCP, webservers and database servers
-c Experience in Information Security implementation and management.
-c Knowledge and experience with general network support systems such VPN, VoIP, Routing, Wireless Network, etc.
-c Experience in setting-up of web-based applications (Drupal, PHP, MySQL).
-c Familiarity with cloud-services and mobile technologies.
The bids shall be evaluated using the Quality Based Evaluation (QBE) with the following criteria

I. CONFIDENTIALITY CLAUSE
The Contactor warrants the full confidentiality of all information gathered for the consultancy contract given by PCW pursuant to existing laws. The Consultant shall not disclose any communication disclosed by PCW for the purpose of this engagement. After the completion of the contract, all materials, data, and other related documents provided must be returned to PCW.
The Consultant shall not be engaged by any person or entity whose business or interests are against the interests of PCW. This prohibition shall subsist for a period of one (1) year after the expiration of the contract.
J. PROFESSIONAL FEES:
The PCW shall pay a professional fee of TWO HUNDRED THOUSAND PESOS (PhP 200, 000.00) inclusive and/ or subject to applicable government taxes, to be paid in three (3) installments or as may be agreed upon after issuance of notice of award. Each payment will only be given upon completion and submission of agreed output per tranche and upon issuance of a Certificate of Acceptability of outputs and services by the PCW.
