Description
The Iowa Department of Agriculture and Land Stewardship (Agency) will transition to an e-solution for WIC and Senior Farmers Market Nutrition Programs (FMNP) payment redemption. Through this e-solution, farmers will no longer deposit commercial checks into their account to receive payment for FMNP transactions. Rather, payment will primarily be made by a mobile app that allows farmers to scan a QR code to redeem the paper vouchers. All vouchers will have a pre-determined value. A voucher will have a unique serial number and corresponding QR code. Vouchers are distributed to WIC and Senior participants through local agencies. This e-solution must provide an online portal (e.g., website or mobile app) allowing farmers to track the status of their redeemed vouchers and payments. Likewise, an online portal must assign an administrative role to Agency staff, allowing the Agency to review statewide redemption activity as well as the status of individual vouchers and individual farmers.The system is intended to:1. Provide the ability to redeem vouchers via an app and QR code.2. Issue payment to vendors for redeemed vouchers.3. Track if a voucher has been redeemed and if so by whom.4. Provide Agency staff administrative access via a web portal.
