1. The Local Government Unit of Cabugao, Ilocos Sur, through R.A. 7171 under the FY 2016 General Appropriations Act (GAA), RA No. 10717, Continuing Appropriations and FY 2017 GAA, RA No. 10924 intends to apply the sum of Ninety One Million, Eight Hundred Sixty Six Thousand, Three Hundred Ninety Two Pesos (Php. 91, 866, 392.00) being the Approved Budget for the Contract (ABC) of the projects to payments under the contract for Contract No. 19-08-004. Bids received in excess of the ABC shall be automatically rejected at bid opening.
2. The Local Government Unit of Cabugao, Ilocos Sur now invites bids for the Delivery of Fertilizers. Duration of the project is required for 45 calendar Days. Bidders should have completed at least 50% of the approved budget which is similar to the project to be bid. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instruction to Bidders.
3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary -œpass/fail- criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the -œGovernment Procurement Reform Act-.
4. Interested bidders may obtain further information from Local Government Unit of Cabugao and inspect the Bidding Documents at the address given below during 8:00 a.m. to 5:00 p.m.

5. A complete set of Bidding Documents may be purchased by interested Bidders on July 17, 2019 -August 13, 2019 until 02:00 p.m from the address given above and upon payment of a nonrefundable fee for the Bidding Documents in the amount of Fifty Thousand Pesos Only (Php. 50, 000.00).
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the nonrefundable fee for the Bidding Documents not later than the submission of their bids.
6. The Local Government Unit will hold a Pre-Bid Conference on July 26, 2019 at Conference Hall, Cabugao Tobacco Farmer-s Multi-Purpose Building, National Highway, Brgy. Rizal, Cabugao, Ilocos Sur, which shall be open to prospective bidders.
7. Bids must be duly received by the BAC-Secretariat at the Office of the BAC-Secretariat, Cabugao Tobacco Farmer-s Multi-Purpose Building on or before August 13, 2019 until 02:00 p.m. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18 of the Bid Data Sheet (BDS) on this procurement, thus
The bid security shall be in the form of a Bid Securing Declaration, or any of the following forms and amounts:
a. Cash, cashier-s/managers checks, Bank Draft/Guarantee or Irrevocable Letter of Credit -2%
b. Surety Bond - 5%
8. Bid opening shall be on August 13, 2019 at 2:00 P.M. at Conference Hall, Cabugao Tobacco Farmer-s Multi-Purpose Building, National Highway, Brgy. Rizal, Cabugao Ilocos Sur. Bids will be opened in the presence of the Bidders- representatives who choose to attend at the address below. Late bids shall not be accepted.
