INVITATION TO BID FOR THE PROCUREMENT OF TECHNICAL AND SCIENTIFIC EQUIPMENT FOR PHYSICS AND EARTH SCIENCE (RE-BIDDING)
1. The Philippine Science High School - Calabarzon Region Campus (PSHS-CBZRC), through the General Appropriations Act of 2018 intends to apply the sum of One Million Three Hundred Ninety-Five Thousand Pesos (Php 1, 395, 000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for the Procurement of Technical and Scientific Equipment for Physics and Earth Science (Re-Bidding) with the following specifications.

Bids received in excess of the ABC shall be automatically rejected at bid opening. Interested bidders are not allowed to pursue partial bidding for the procurement of the said items.
2. The Philippine Science High School - Calabarzon Region Campus (PSHS-CBZRC) now invites bids for the Procurement of Technical and Scientific Equipment for Physics and Earth Science (Re-Bidding). Delivery of the Goods is required within 90 days from the issuance of the Notice to Proceed. Bidders should have completed, within two years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.
3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary -œpass/fail- criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the -œGovernment Procurement Reform Act-.
Bidding is open to all interested bidders, whether local or foreign, subject to the conditions for eligibility provided in the IRR of RA 9184.
4. Interested bidders may obtain further information from the BAC Secretariat and inspect the Bidding Documents at the address given below during regular working hours (8:00am to 5:00pm).
5. A complete set of Bidding Documents may be acquired by interested Bidders starting November 8, 2018 up to before the bid opening on November 28, 2019 from the address below and upon payment of a non-refundable fee for the Bidding Documents in the amount of Five Thousand Pesos (Php 5, 000.00).
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.
6. The Philippine Science High School - Calabarzon Region Campus (PSHS-CBZRC) will hold a Pre-Bid Conference on November 16, 2018, 09:00 a.m at the Conference Room, Administration Building, Philippine Science High School - Calabarzon Region Campus, Barangay Sampaga, Batangas City, which shall be open to prospective bidders.
7. Bids must be duly received by the BAC Secretariat at the address below on or before November 28, 2018, 09:00 a.m. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18.
Bid opening shall be on November 28, 2018, 09:05 am at at the Conference Room, Administration Building, Philippine Science High School - Calabarzon Region Campus, Barangay Sampaga, Batangas City. Bids will be opened in the presence of the bidders- representatives who choose to attend at the address below. Late bids shall not be accepted.
8. The Philippine Science High School - Calabarzon Region Campus (PSHS- CBZRC) reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
