BACKGROUND
Child, early and forced marriage (CEFM) is a global issue that occurs across regions, cultures, and religions. Each year, 12 million girls are married before the age of 18. CEFM is a human rights violation. Despite being prohibited by international law, it continues to rob millions of girls under 18 around the world of their childhood. Early marriage denies girls their right to make vital decisions about their sexual health and well-being. It forces them out of education and into a life of poor prospects, with an increased risk of violence, abuse, ill health or early death.
CEFM is a relatively new field in both development and humanitarian approach and practice. Despite a wide recognition of the devastating human and economic impacts of CEFM, investments remain limited and not adapted to the scale and nature of the issue. Funding is often short-term, restricted and not flexible, while tackling the root causes of CEFM, including gender inequality and harmful social norms requires long-term effort and adaptive measures. There has been an exponential increase in CEFM programmes and interventions since the mid-1990s. In the last decade, the range of organisations and actors working on this issue at different levels has substantially increased. However, many national and sub-national interventions continue to fall under the radar of global reviews due to paucity of published or accessible project documentation. Furthermore, among existing programmes there are divergent definitions of the problem, target populations, and vision and/or impact for CEFM. There remains lack of knowledge globally about the success of implemented initiatives due to a dearth of data, research and rigorous programme evaluations with sufficient information, especially on impact.
Many commitments have been made for tackling CEFM globally but there is lack of follow-up and implementation. Accountability mechanisms at all levels need to be strengthened and include the voices of children and young people, particularly girls. Civil society must encourage relevant actors to actively use existing regional and international human rights mechanisms to hold States to account and urge States to implement strategies to tackle CEFM. At the heart of CEFM is gender inequality and as such the adoption of gender transformative approaches to programme and influencing is pivotal to affect norms and transform the value and status of girls in societies. A gender transformative approach requires an organisational internal journey of transformation and values clarification. To really advance and tackle CEFM effectively, organisations must strengthen their internal capacities for gender transformative programming and embed the practice of self-reflection on gender and sexuality within their organisations.
2. PLAN INTERNATIONAL-S 18+ GLOBAL FRAMEWORK
18+ Ending Child, Early, and Forced Marriage has been designed by Plan International as a comprehensive global framework for tackling the issue of CEFM with a long-term and sustainable vision that is well coordinated and provides space for shared learning. 18+ takes a multi-level, holistic approach to identify and address the root causes or ‘drivers- of CEFM as well as relevant agents of change at all levels. Moreover, 18+ puts forward intervention strategies consistent with current good practice in the field and recognises contextualisation as a key for effective CEFM programming. 18+ works with entire communities, including men and boys, to model positive gender norms. We support children and young people, as well as parents, community leaders and governments, to identify, understand and collectively work to end CEFM. Crucially, we ensure that children - particularly girls - are involved in the process and feel empowered to claim their rights. 18+ is structured around three dimensions of change: 1. Social Norms, Attitudes, Behaviours, and Relations; 2. Policy Frameworks and Budgets; and 3. Social and Economic Resources and Safety Nets. Defining the type and strengths of the root causes and/or drivers of CEFM at each level require analytical questioning in a number of domains and the identification of relevant programmatic and influencing strategies that can be contextualised. The three dimensions of change therefore provide coherence and consistency for subsequent design of interventions.
2. RATIONALE
CEFM has become a key area of programming and influencing for Plan International since 2012. All CEFM initiatives are being captured under 18+ global framework. 18+ Global is implementing activities to tackle CEFM in 38 countries. It is expected the amount of countries will increase in the coming years, particularly in West Africa. The proposed consultancy is pivotal for the successful scale up of 18+ across regions and countries. This consultancy represents an strategic investment for managing coordination, strengthening coherence, and pining down the unique nature of the 18+ global framework. It is expected that will contribute to strengthen outcomes and efficiencies so as to position Plan International as a recognised leader in global debates and practice on CEFM work.
Achieving gender equality, promoting gender justice, realising girls- rights and fostering an inclusive society are core objectives of Plan International-s work dedicated to children-s rights and equality for girls. This commitment is reflected in our global strategy 100 Million Reasons, Values and Behaviours Framework (see Annex 1), Global Theory of Change (see Annex 2), and Programming and Influencing Approach - PIA (see Annex 3).
3. OBJECTIVES
Overall Objective of the consultancy
To develop a comprehensive programme document for 18+ in a narrative form which includes a description of the approach, programmatic and influencing strategies, as well as examples of activities that can be carried out at local, national, regional and global level for tackling CEFM.
Specific Objectives
3.2.1 Development of coherent narrative that supports other key programmatic documents for 18+
Specificities to consider:
The narrative should include a description of the 18+ approach e.g. what does an 18+ project look like? What makes 18+ unique? What are the strategies and activities that an 18+ project undertake?
The narrative should flesh out in detail the specific components of other key programmatic documents developed as part of 18+ e.g. the 18+ Global Theory of Change (See Annex 4) and the 18+ Global Results Framework (See Annex 5)
The narrative should emphasis the holistic nature of 18+ and a multi-sectorial approach to programming and influencing.
The content of the programme document should be sufficiently generic and flexible, such that it can be successfully adapted.
As part of the process of it is expected that the consultant will take forward 2 in-depth interviews with the Head of Gender and Inclusion team and the Gender Equality and Girls- Rights Programming Officer.
4. MANAGEMENT
The consultant is expected to work closely throughout the process with Plan International-s Global Gender and Inclusion team, specifically with the Gender Equality and Girls- Rights Officer and the Head of Gender and Inclusion. This process will be managed and led by Plan International, Global Hub.
5. OUTPUTS AND DELIVERABLES
5.1 Development of a comprehensive 18+ Programme Document
The primary output will be the development of a comprehensive and coherent programme document for the 18+ Global Framework.
Deliverables include:
A simple chronogram with specific dates for deliverables listed below.
An outline of the programme document with short descriptions per section.
An initial draft of the programme document.
A second draft of the programme document.
A final programme document (20-25 pages), in English, which includes the following sections (to be refined during the consultancy):
An executive summary
18+ programme framework description
Principles of the 18+ programme approach
18+ programme strategies and Theory of Change
Description of strategies: How to tackle CEFM effectively (including SRHR strategies)
Goals, results, and expected outcomes
Description of goals, results and expected outcomes
Risk management
Monitoring and evaluation strategy
Sustainability and scalability
6. TIMELINE
The consultancy will last a total 12-15 days (May to Mid-July 2019).
7. SELECTION CRITERIA OF INTERNATIONAL CONSULTANT (OR CONSULTING TEAM)
Track-record of previous experience in the development/humanitarian sector, including organisations working on human rights, gender equality, and girls- rights.
High-level of experience on development of programmatic documents for global and/or initiatives, particularly on CEFM.
Expertise in social and gender norm change theory and processes and how these can be applied to development/humanitarian programmes.
Excellent communication skills including fluency in written and spoken English.
Proven ability to publish concise, focused, and easily understandable materials
8. SUBMISSION OF PROPOSALS
