Tenders are invited for International Training Consultant on Activity of Negotiating.

Background

In November 2017, UNDP and the State Bank for Foreign Economic Affairs of Turkmenistan (TFEB) established a cooperation within the joint project “Support in expanding access to International Development Finance” that consists of three main components: i) improving the coordination mechanisms for national development projects financed by external borrowings; ii) formulation of the mid-term innovation development strategy of TFEB; and iii) preparation for introduction of digital banking in TFEB.

TFEB is the state commercial bank, which acts as an official agent of the Government of Turkmenistan on international capital markets by carrying out activities to attract mid-term and long-term loans to finance investments projects in the country. In order to carry out its functions effectively and negotiate better deals, TFEB staff needs to improve negotiating skills which are critical in today-s highly competitive and dynamic environment.

In this regard, UNDP is looking for a highly qualified trainer to conduct a one-week workshop on strategic negotiations.




Duties and Responsibilities

The objective of this assignment is to conduct one-week training on strategic negotiations for the Turkmen government officials working in financial and banking sector. The workshop will target selected staff of Cabinet of Ministers, TFEB, Central Bank, Ministry of Finance and Economy and other commercial banks, who are engaged in negotiations of investment treaties, loan and credit agreements, and other strategic negotiations. It is expected that the number of the workshop participants will be 20-25 people. The training workshop should be practical and based on case studies and practical exercises.

To achieve the above objective, the international expert will carry out the following concrete tasks:

1. Suggest the workshop programme, including any presentations, handout materials and discuss with UNDP staff in Turkmenistan;

2. Conduct a one-week workshop on strategic negotiation to improve communication and negotiation skills of officials from Cabinet of Ministers, TFEB, Central Bank, Ministry of Finance and Economy and commercial banks;

3. Prepare a brief mission report, including evaluation of the workshop participants.

The international expert will work with UNDP on a daily basis. He/she will report directly to UNDP Project Manager.

Deliverables and timeframe:

Deliverable 1: A one-week workshop programme and materials developed.

Location: Home based. Number of days: 3 days.

Deliverable 2: Mission to Turkmenistan, which will include: Workshop on strategic planning.

Location: Mission to Turkmenistan. Number of days: 5 days.

Deliverable 3: Final/Mission report.

Location: home based. Number of days: 2 days.

Payment Conditions:

This is an installment-based contract that should cover the costs of consultancy required to produce the above deliverables. The final schedule of payments will be agreed upon in the beginning of consultancy. Payment will be released in 2 installments: 1st installment: 30% (for completion of the deliverable 1), and 2nd installment 70% (for deliverables 2 and 3) - upon timely submission of respective deliverables and their acceptance by UNDP Turkmenistan.

Required Skills and Experience

Education:

· Master-s degree in Business Administration and other fields related to the scope of the assignment.

Experience:

· At least 10 years of working in the developing and coordinating training programs;

· Proven knowledge and experience in managing project teams;

· Experience in developing and coordinating training programs for government institutions shall be considered an advantage.

Language requirements:

· Excellent English report writing and communication skills. Knowledge of Russian is an asset.

Technical Proposal:

All experts applying for this position are required to provide:

· description of the methodology (1-2 pages) for the assignment;

· financial proposal with the references to (1) the daily rate for the assignment and within the timing scale indicated in the present TOR, and (2) any other expenses (including transportation costs, accommodation costs, the possibility of vaccination and etc.). Financial Proposal:

The UNDP will enter into an Individual Contract based on a lump sum amounts. The financial proposal shall represent a detailed, justified and “all inclusive” amount. In order to assist UNDP in the comparison of financial proposals, the financial proposal shall include a breakdown of this lump sum amount, including:

· a daily fee for the tasks and an estimated duration as specified in this announcement;

· travel (within thin the country);

· any other possible costs (including printing, communication etc.).

Evaluation of proposals:

Individual Consultants will be evaluated based on the combined scoring methodology. When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

· Responsive/ compliant, and

· Having received the highest score - out of 100 points.

Out of the maximum score of 100 points, the score for technical criteria equals 70% - maximum 100 points, and for financial criteria 30% - maximum 30 points.

The technical evaluation (70%, or max 70 points) will take into account the following as per the scoring provided:

· Education - 20 pts;

· At least 10 years of working experience in the area of social services. Proven experience and good understanding of research and statistical analysis - 20 pts;

· Methodology- 20 pts;

· Experience in developing and coordinating training programs for government institutions shall be considered an advantage - 20 pts;

· Excellent English report writing and communication skills - 15 pts;

· Knowledge of Russian - 5 pts.

Financial proposal - 30% of total evaluation.
