Expression of Interest are invited for International Technical and Socio environmental Consultant for Telecom Project in Colombia

The International Finance Corporation (IFC) has been approached to act as lead advisor to attract private investment through a Public-Private Partnership (PPP) and find a private party to operate; build and maintain a neutral fiber network to provide fixed broadband access to corporate units; and urban and rural households through FTTH (or different technology) throughout the Antioquia Region in Colombia. The objective of the Project is to reduce the gap in the provision of fixed broadband services through the implementation of a wholesale Fiber Optic Network (FON) to be structured as a PPP. The private sector will be responsible for financing; designing; building; operating; and maintaining a customer neutral fiber optic network during the life of the contract.The Project is intended as multiphase to be defined during the structuring process. The implementation of the FON is expected to increase residential and commercial broadband connectivity by providing wholesale access to existing operators and/or new operators that require adequate infrastructure to offer their services.The Project-s expansion by the private operator is anticipated to be twofold: 1/ a geographical expansion to reach additional population located in rural and urban areas; and 2/ further expansion and equipment upgrade as required throughout the PPP tenor to provide capacity in line with demand; commercial developments and technological progress. IFC will draw upon the services of a specialized technical and socioenvironmental consulting firm (the Technical Consultant or the Consultant or the Contractor) with extensive global experience in Broadband/Telecom PPPs.*It is expected that maximum budget will be USD495;000 for an estimated work of 18 months. *Interested parties are encouraged to submit an Expression of Interests of not more than 20 pages.*Particular focus will be placed to socioenvironmental and climate components and experience with IFC-s performance standards.
