Tenders are invited for International Consultant for Development of National Rural Sanitation and Hygiene Policy and Costed Implementation Plan (2019-2030).

Objectives of the Consultancy

In close collaboration with the Department of Public Health of the Ministry of Health and Sports, the international consultant will be mainly responsible for

The Development of National Rural Sanitation and Hygiene Policy and Costed Implementation Plan that includes environmental sanitation and hygiene direction, guiding principles, policy strategies and measures for rural sanitation and hygiene including small towns, schools and health care facilities

Qualification and specialized knowledge/experience required for the assignment:

Education

w. Advanced university degree in one of the disciplines relevant to the following areas: Public Health, Social Science, Civil Engineering, Sanitation Engineering, Economics, or a field relevant to international WASH development work.

x. Additional training in Policy Development, Health Education or Communication for Development (Programme Communication), an asset.

Work Experience

w. Eight years of progressively responsible professional work experience in the UN or other international development organization, national government or the private sector.

x. At least 8 years at a senior level working in the areas of programme management, strategic planning and policy, strategy development, research and investment development.

y. Familiarity with the Myanmar content and ASEAN context is an asset.

z. Good knowledge and skills especially use of Microsoft office, data management programmes, designing tools and programmes.

aa. Familiar with CLTS approach and other similar participatory approaches for elimination of open defecation

bb. Familiar with the current developments, research, and best practices and global in development of environmental sanitation and hygiene policy.

cc. Field work experience and working experience in the South-East Asia Region.

Language Proficiency

Fluency in English is required (oral and written) and another UN language.
