In the 1970s UNICEF established presence in Yemen to respond to the urgent needs of children in the poorest country in the Middle East. In 1991, Yemen ratified the Convention on the Rights of the Child and it was enacted immediately. Since then the country has been making steady progress for children until it plunged into a brutal conflict in 2015 but even before that, Yemen needed large amounts of humanitarian assistance.

In collaboration with local authorities, non-governmental organizations and community partners, UNICEF is working in all the governorates in Yemen to respond to the needs of children throughout the country with a continuum of services to help children survive and grow to their full potential through the following programmes: Health, Nutrition, Water, Sanitation and Hygiene, Basic Education, and Child protection.

How can you make a difference?

To make a difference in the life of every child, as a consultant you will have to support the Emergency Cash Transfer Project Management Unit in the roll out of the distribution of bank cards to project beneficiaries.

1. Support the PMU in the review of risks and establishment of associated mitigation measures linked to the technical specification, production, distribution and implementation of the bank cards;

2. Finalize the technical specifications for the bank cards:

a. Support the PMU in discussions with the World Bank technical expertise to arrive at a final specification;

b. In close coordination and under the supervision of the PMU contract manager for the payment agencies, support the discussions towards establishment of the final technical specifications following the guidance provided by the World Bank and support the establishment/agreement of related costs.

3. Finalize the ToR required to establish the contract with payment agencies for the production and delivery of bank cards and support the technical discussions with the Payment Agencies;

4. Propose and establish the required technical annexes and protocols governing the production and delivery of the bank cards and lead all the technical discussions with the Payment Agencies;

5. Using available data, and in consultation with the Payment Agencies and the PMU team, assist in the establishment of the scope for the pilot roll out to include criteria, location (governorate, districts) and number of beneficiaries;

6. Present a ToR, Technical Annexes and Protocols to be used for the pilot roll out during the 6th payment cycle.

7. Prepare and monitor the detailed implementation plan;

8. Elaborate a report on the process carried out and lessons learned from the pilot roll out;

9. Provide recommendations towards the full roll out of bank cards during the 7th payment cycle;

10. Present a ToR, Technical Annexes and Protocols to be used for the full roll out during the 7th payment cycle.

To qualify as an Advocate for every child you will have…

* Advanced academic degree or equivalent in Finance and Accounting or related fields.

* A minimum of 10 years of relevant professional experience in conducting similar work within complex and fragile country environments, including not less than 3-year experience in bank cards domain.
