Tenders are invited for International Consultancy to support Planning and Budgeting Management Information System (PBMIS) of the Ministry of Education and Sports (MOES) in Lao PDR.

The United Nations Children-s Fund (UNICEF) in Vientiane, Lao PDR is looking for a qualified International Individual Consultancy to support Planning and Budgeting Management Information System (PBMIS) of the Ministry of Education and Sports (MoES) in Lao PDR. The assignment will start from 29 April 2019 to 31 December 2019.

Main Duties and Responsibilities:

This consultancy is focused on third party quality assurance, monitoring and provide expert advice on the PBMIS task development and deployment. It aims to specify the assignment of a Senior IT Expert to support the MoES with external supervision (third party quality assurance) of the PBMIS during all stages of development and implementation beyond the Inception and General Design phase. The Consultant will work in close collaboration with the Quality Engineer (Director of ICT) on behalf of MoES, the PBMIS Developer and under the guidance of UNICEF for substantive aspects of the assignment.

Scope of work for this consultancy includes the following:

-Carry out the monitoring and quality assurance of the works and deliverables to be provided by the PBMIS Developer and ensure that all outputs produced are fully compliant with TOR and the identified functional and non-functional requirements. For this purpose, the Consultant will monitor the progress, will control the quality of deliverables to be made by the PBMIS developer, and provide expertise and support on technical issues throughout the process. The monitoring and control of the PBMIS implementation process is critical due to the high complexity of the system to be implemented and will allow the MoES to foresee and mitigate all possible risks that may occur in due time.

-The consultant will carry out consultation and communication with MoES, UNICEF, EU and the Planning and Budgeting Committee (PBC), a Sub-Committee of the MoES, to improve stages of PBMIS implementation.

Education, Qualifications and Experience Required:

The expert should have the following qualifications and experience:

Advanced university degree in engineering, information technology or other related field;
At least 10 years of professional experience in IT system management and project design;
Specific experience in Government or State organization-s financial IT systems design/review, system analysis, development of functional and technical specifications for complex IT systems, including at least one project in education and financial IT systems design;
Previous working experience in ASEAN countries is desirable; Experience in Lao PDR is a strong advantage.
Ability to analyse, plan, manage diversity of views, and adapt to different environments (cultural, economic, political and social).
Excellent inter-personal and communication skills in English Language
