Tenders are invited for International Consultancy for Producing a Documentation of the Case of “Cinema”: A Foresight Game to Stimulate Future Thinking among Adolescents in Tajikistan.

One of the objectives of the Country Programme of cooperation between UNICEF and the Government of Tajikistan for 2016-2020 is to unlock the potential of adolescents, by empowering them and involving them as drivers of development and advocates of inclusive, tolerant and peaceful societies. To achieve this result and develop evidence-based programming for adolescents in Tajikistan, UNICEF aims to provide opportunities and means for adolescents to contribute to the development of context relevant adolescent-friendly programmes, services and initiatives.

To produce a solid evidence base for adolescent programming, UNICEF Tajikistan in collaboration with Strategic Research Centre under the President of Tajikistan and survey company M-Vector conducted the first ever national study on Adolescents needs and interest. One of the study innovative and participatory components, developed by UNICEF in collaboration with the University of Huston was "Cinema" a foresight game to stimulate future thinking among adolescents in Tajikistan. While the actual game was aimed at stimulation of future thinking and other peacebuilding competences among adolescents, it also produced a set of qualitative data on adolescents perceptions of their future. A total of 92 games with 370 adolescent boys and girls were conducted in rural/urban; mountainous/low-land settings.

Herewith, UNICEF invites an international consultant with the relevant knowledge and experience to document the full process of the "Cinema" foresight game.

OBJECTIVE:

This consultancy is aimed to support the UNICEF team in documenting the process of the "Cinema" foresight game and building the case of the game as a future orientation and research tool.

DESCRIPTION OF ASSIGNMENT:

· Review the existing materials related to the game, including the draft "Cinema" study reports;
· Develop the documentation case study with all the relevant annexes in a user-friendly design, including a 500-word story for UNICEF website;
· Develop a presentation, outlining all stages of developing, pilot and application of the game including discussion of the findings.

Upon completion of the deliverables, the following documents shall be developed and submitted to the UNICEF in Word format and soft copy:

· Full case of the game with annexes properly designed
· UNICEF ICON Story developed
· Presentation, outlining the stages and findings from the game.
Estimated duration of contract and remuneration:

The total duration of the exercise will be 2.5 months from November 2018 to 15 February 2019.

The selected consultant will work for a period of 10 working days, remotely.

Travel involved:

Consultant is not expected to travel to Tajikistan.

Supervision:

Consultant will report to UNICEF C4D Officer.

To qualify as an advocate for every child you will have:

Education: Advanced University Degree in Social Sciences, Political Science, International Relation, or Sociology.

Work Experience: At least 3 years of productive work experience in the field of youth participation and development

Competencies: Good knowledge of Adolescents programming.

Technical Knowledge: Excellent analytical thinking, proven ability to analyze study findings, excellent writing skills, oral communication skills and facilitation skills and ability to work under commitment to work to tight timeframe.

Language: Fluency in English language.

Applications must be received by 26 November 2018.

Please indicate your availability and rate per deliverable in US$ to undertake the terms of reference above. Applications submitted without a rate per deliverable in US$ will not be considered. Currency of payment will be agreed upon at time of contracting.

Travel costs and DSA will be covered in accordance with UN rules and regulations. No other remunerations apply. UNICEF considers best value for money as criteria for evaluating potential candidates. As a general principle, the fees payable to a consultant or individual contractor follow the "best value for money" principle, i.e., achieving the desired outcome at the lowest possible fee. Please note that consultants and individual contractors are responsible for assuming costs for obtaining visas and travel insurance.

Individual consultants will be evaluated based on a cumulative analysis methodology. The award of the Contract shall be made to the individual consultant whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) Having received the highest score out of a weighted set of technical and financial criteria.

Financial Proposal

Please provide a rate all-inclusive price (in USD) for delivery of professional services in accordance with the assignments described under this TOR.

The formula for the rating of the Financial Proposals will be as follows:

The total amount of points allocated for the price component is [30]. Insurances:

UNICEF does not provide or arrange life or health insurance coverage for consultants and individual contractors, and consultants and individual contractors are not eligible to participate in the life or health insurance schemes available to United Nations staff members. Consultants and individual contractors are responsible for assuming all costs related to required inoculations, vaccinations and medical examinations. Consultants and individual contractors are fully responsible for arranging, at their own expense, such life, health and other forms of insurance covering the period of their services as they consider appropriate. The responsibility of UNICEF is limited solely to the payment of compensation for service-incurred death, injury or illness as per the provisions detailed below.

Recourse:

UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines.

Ethical considerations:

Adequate measures should be taken to ensure that the process responds to quality and ethical requirements. The contracted consultant should be sensitive to beliefs, manners, and customs and act with integrity and honesty in their relationships with all stakeholders. It should also protect the anonymity and confidentiality of individual information.

Mandatorytrainings:
