Description
The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Simplified Acquisition Branch intends to negotiate on a sole source basis with GeoCue Group, Inc, using the procedures in FAR Part 13, to provide GeoCue and TerraSolid software licenses and maintenance. GeoCue/TerraSolid is unique in its ability to (1) manage workflows, allow for import of large LIDAR data sets for visualization, editing, and analysis, and, (2) apply LIDAR strip and calibration error adjustments. GeoCue is currently the only software vendor of these licenses that NGS is currently utilizing to quality control and process coastal mapping data. Currently GeoCue software is fully integrated into the NOS/NGS LIDAR processing workflow. Not purchasing these licenses would cause NOAA to be unable to review the quality of the data to ensure its integrity and accuracy. Furthermore, not purchasing these licenses would prevent NGS from continuing its processing and distribution to others who rely on the data. The statutory authority for other than full and open competition is FAR 13.106-1(b)(1)(i), Only one responsible source. The North American Industry Classification Code (NAICS) for this acquisition is 511210, Software publishers with a business size standard of $38.5M.
