Synopsis:
MICC-West Point intends to solicit and negotiate with only one source under the authority of FAR 13-106-1(b)(1)(i), “Only one source reasonably available” based on the company being the sole provider for the services and is therefore the only source capable of satisfying the Government requirements.

This is a new requirement to include the EBSCO that provides the digital access to Academic Journals, MLA International Bibliography, for the United States Military Academy Library. The NAICS Code is 519290- Web Search Portals and All Other Information Services with a size standard of 1, 000 employees. This notice of intent is not a request for competitive proposals or quotes. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
