Description
The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Simplified Acquisition Branch intends to negotiate on a sole source basis with Haco-Atlantic, Inc., using the procedures in FAR Part 13, to provide parts and service to upgrade the electrical cabinet and controller used for operating the Pressure Brake. The electrical controller used for operating the Haco‐Atlantic Pressure Brake machine is in need of repair. This industrial‐sized machine is used for sheet metal fabrication and is currently inoperable. Repairing and optimizing the electronic controller will restore operability and improve its operation by the technicians that use this vital equipment. The fabrication shop at AOC utilizes the Pressure Brake machine to maintain aircraft, as well as fabricate structures used for integrating new structures and systems appended to aircraft. Mission readiness for hurricane season depends heavily on the full abilities of the fabrication shop to fabricate parts as necessary. In addition, research and development organizations (including federally funded and/or non-profit types) utilize the full capabilities of the fabrication shop to install their systems onto aircraft to achieve their goals. The OEM of the existing Pressure Brake installed at AOC is Haco-Atlantic. This particular machine has a proprietary design that does not allow for reliable alternative sources or vendors. The statutory authority for other than full and open competition is FAR 13.106-1(b)(1)(i), Only one responsible source.
