The requirement is for a web-based, satellite and terrestrial AIS data analysis application service capable of integrating with required regional fisheries management bodies (WCPFC/FFA) and providing high-frequency satellite AIS data for U.S. and foreign vessels, including consistent Class B AIS coverage for counter-IUU fishing operations.
***The sole source determination is based on NOAA-s requirement for a web-based, satellite and terrestrial AIS data analysis application service. Starboard Maritime Intelligence Limited is the only vendor that provides a platform capable of integrating with required regional fisheries management bodies (WCPFC/FFA) and providing high-frequency satellite AIS data for both U.S. and foreign vessels, including consistent Class B AIS coverage essential for counter-IUU fishing operations.
Vendor is the only entity able to execute the desired services, which are needed to fully implement OLE PID-s mandate to monitor foreign and domestic fishing vessels. No other agency or vendor is in a position to effectively and efficiently deliver this service to NOAA Fisheries because Starboard is the only platform built to support international counter-IUU fishing in the Pacific, with native integration for FFA and WCPFC frameworks and the ability to cross-verify against the FFA's Regional Surveillance Picture (RSP).
