TERMS OF REFERENCE

UNICEF IN ALBANIA
UNICEF is the agency of the United Nations mandated to advocate for the protection of children`s rights, to help meet their basic needs and to expand their opportunities to reach their full potential. In Albania, the overarching goal of UNICEF-s engagement with the Government and partners is to achieve, by 2021, the progressive realization of rights of all children in Albania, accompanied by the reduction of equity gaps, based on effective child-focused policies, systematically enforced accountabilities with adequate public resources, and strengthened respect for and protection of children-s rights. Specifically, UNICEF works with the government and other partners towards strengthening governance for equity and social inclusion and ensuring protection and justice for all children.
BACKGROUND AND CONTEXT
Recent events happening as an outcome of the coronavirus disease 2019 (COVID-19) outbreak have changed daily realities of many children and parents. As the country is preparing to easy the lockdown, and with schools preparing gradually to be open in September, UNICEF will be working to ensure that safe operational guidelines should be followed to ensure that children and their families remain protected and informed.
The interventions will contribute to the achievement of SDG3 for good health and wellbeing and SDG6 for clean water and sanitation.
JUSTIFICATION
Since the WHO declared the Covid-19 outbreak a pandemic, families of young children are facing a series of challenges and circumstances that they did not have before. The entire family is still at home and children do not attend the schools yet. While most of the parents (those who are working) have gradually started to work, most of the children are at home either with their grandparents or caregivers.
Access to handwashing facilities, as well as handwashing behaviors, may be different in urban and rural settings. Vulnerable and marginalized populations are often least likely to have access to hygiene facilities and practices.
Even when handwashing stations are available, proper handwashing with soap is still practiced inconsistently.
UNICEF will be leading a five months awareness campaign promoting adequate hygiene practices at the community level including schools to prevent the spread of COVID-19.
Interventions will be aligned with the global guidance by WHO/ UNICEF/ IFRC and others, national guidance as well as interventions by other actors in the country to avoid mixed messaging and confusion. Interventions may include:
- Promotion of handwashing
- Promotion of cough/sneezing etiquette
- Promotion of physical distancing
