The objectives of this assignment are to: (i) develop an organizational structure, including functional structure and human resources plan, for the telecoms sector regulatory agency being established (ICT Agency); (ii) define clear segregation of roles and responsibilities between the ministry of Digital Development and Transport (MDDT) and ICT Agency aligned with their respective Charters and international good practices; (iii) recommend key administrative procedures (for interaction between ICTA and MDDT in undertaking and executing regulatory actions) to implement the recommended roles and responsibilities; and (iv) recommend potential financing options for the ICT Agency.
The World Bank Group now invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals).
