Install and Configure ICT insfrastructure

TERMS OF REFERENCE

Institutional contractor to install and configure ICT infrastructure in the framework of Tirana Friendly Wi-Fi in public spaces.

BACKGROUND AND CONTEXT

UNICEF Country Office (CO) in Albania recognizes the strong linkage existing between children#s rights and internet safety. Being a country with the lowest internet connection rates in Europe in the recent past, Albania has witnessed a substantial rise in internet utilization, especially among the young population. Internet provides tremendous opportunities for personal development, but also can reinforce inequities among children and lead to harmful consequences and risks to their safety and well-being (online bullying, harassment, sexual exploitation, etc.). Therefore, UNICEF will provide continuous support to the Government of Albania and involved stakeholders to establish and operationalize strategies and policies to strike a balance between providing access to modern internet communication technologies and the benefit they offer to children and young people, while minimizing risks and potential harm, making the Internet a safer place for all.

During past years, UNICEF CO succeeded in initiating a number of fundamental shifts in Albanian legislative, institutional and technical capacity base, with a view of enhancing the national response to the harmful phenomenon of child abuse and sexual exploitation in the virtual space. UNICEF#s key role in advocating, lobbying and assisting the Government of Albania#s participation in the Abu Dhabi Summit on Child Sexual Exploitation and Abuse (CSEA) facilitated the country#s commitment to the Declaration and Principles of Action by Governments adopted at the Summit.

UNICEF Albania#s multi-year programme #Safer and Better Internet for Children and Young People in Albania#, which started in May 2017, funded by the Global Partnership to End Violence against Children is geared towards a comprehensive response to online violence and aimed at supporting the implementation of the #National Action Plan on safer Internet for children in Albania#. UNICEF has undertaken significant interventions including: bringing about solid evidence-based understanding of children#s usage of the Internet; comprehensive assessment of legal, normative and institutional framework as well as available human resources; consolidating and completing fundamental legal acts for children with bylaws to guide the implementation of legal provisions; enhancing cross-sectoral collaborations between government # Civil Society Organizations # Industry; building key stakeholders` capacities in preventing and responding to violence online cases; supporting children, adolescent and youth to act as peer educators and changemakers.

One of the challenges in keeping children and adolescents safe when they navigate the internet concerns access to internet in public spaces. More and more public spaces like squares, libraries, education facilities, etc. provide free j and open wi-fi for the public. Children are among the many internet users that access internet through public wi-fi. Based on the experience of other countries such as the UK, UNICEF Albania has started a partnership with the Municipality of Tirana, and with the support of the UK #Friendly Wi-Fi# group, to ensure that internet provided in public spaces by the Municipality of Tirana is child- and family- #friendly Wi-fi). Friendly Wi-Fi means that internet content is filtered, prior to reaching the user, from illegal, backlisted and also pornographic materials. Within a year, the capital city Tirana developed five public spaces that are now providing certified free Wi-fi for children and families. One Friendly Wi-Fi spot managed, over five months (June#October 2019), to block 43, 000 Internet requests to access blacklisted or adult sites, and 4, 000 sites containing child sexual abuse and pornography. The general public was galvanized by the technological solution and is demanding the expansion of j ; filtered internet in more public areas of the capital. UNICEF Albania in consultation with the Municipality of Tirana, during January 2020 has supported the city with ICT equipment and infrastructure (53 Access points and accessories) for the expansion of Friendly WI-FI network of public venues to ensure children and families are protected from child sexual abuse and adult pornography while accessing the internet in as many venues as possible.

With COVID 19 pandemic affecting every aspect of children#s and young people#s lives, connectivity is the door to! children#s information, opportunities and wellbeing. UNICEF in partnership with the Municipality of Tirana aims to enhance children#s rights to access the internet while ensuring that they divert the risks and harms in public venues where free wi-fi is available.

JUSTIFICATION

UNICEF Albania#s experience in the area of chiidren#s online safety has shown that online risks and opportunities j can be addressed through a multi-stakeholder approach in close partnership with the local government units and the ICT industry in the country. Expanding the network of public venues who offer safe and secure free wi-fi for children and families is a continues emerging demand and a joint commitment of UNICEF and the Municipality of Tirana to better protect children and young people in the digital environment.

PURPOSE & OBJECTIVES, EXPECTED RESULTS


The purpose of the assignment is to engage an institutional contractor to install and configure outdoor access points (Ruckus T310c model) that allow wireless devices to connect to a wired network using Wi-Fi.The objectives of this assignment are to:

Physically mount and install 53 Access Points (Ruckus T31 Oc) and accessories in the selected public venues of: Tirana;

- Install and configure a Virtual SmartZone (vSZ) cloud system able to manage Ruckus T310c model Access Points;

- Install the purchased and available licenses of Ruckus L09-0001-SGOO model in the 53 Access Points (Ruckus:
T310c)

Configure the Ruckus T310c devices as per WAN specifications of the selected public areas (ensuring AP frequencies do not clash with other frequencies);

Deploy in collaboration with the Municipality of Tirana all the devices in the agreed Cloud system for continues monitoring.

The expected results of the assignment are:

:- 53 Access Points are physically installed in the selected public squares;

- 53 Access Points are installed in the agreed public spaces of Tirana;

- 53 Access Points are configured and operational in the Virtual SmartZone (vSZ) cloud system;

- The general public has access to the wireless network Tirana Free Wi-Fi in all the selected public areas.

DESCRIPTION OF THE ASSIGNMENT (STATEMENT OF WORK)

The contractor will cover the following non-exhaustive list of tasks:

1) Ensure installation of poles (where they are missing) in the agreed public areas where it is deemed necessary;

2) Ensure civil works are in place to bring electric and network cable for each access point (from router to access point) in collaboration with the Municipality of Tirana;

3) Ensure physical installation of the access points in the selected public areas;

4) Install 53 Access Points (model Ruckus T310c) in the selected areas agreed in advance with the Municipality of Tirana. This service will include:

a. Installation of a Virtual SmartZone (vSZ) cloud system able to manage Ruckus T310c access point model;

b. Installation of licenses of Ruckus L09-0001-SGOO model in the 53 Access Points (Ruckus T310c)

5) Ensure necessary installations for Routers ROG Rapture GT-AC2900 (electric power, network communication, etc) in the public areas;

6) Ensure necessary configurations of access points + accessories, switches (model 16-24 ports, make Ruckus) for each public space and routers is in place in agreement with the Municipality of Tirana.
