THIS NOTICE OF INTENT IS NOT A REQUEST FOR QUOTES. A DETERMINATION NOT TO COMPETE THE PROPOSED PROCUREMENT BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT.
The Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) Contracting Office (Code 400), hereby provides notice of its intent to award a sole-source, firm fixed service contract to Huntington Ingalls Inc., to provide: Inner Assemblies. The contract is expected to be awarded under FAR 12. A Justification and Approval for Other Than Full and Open Competition has been prepared. The award shall be completed June 2026.
INTENT TO SOLE SOURCE -
The U.S. Navy intends to award a sole-source, firm-fixed-price contract to Huntington Ingalls Industries (HII) / Newport News Shipbuilding for the procurement of six (6) critical reactor plant Inner Assemblies under the authority of FAR 6.302-1. HII is the Original Equipment Manufacturer (OEM) and the sole owner of the proprietary drawing 302-4363863 (Rev AA), and they are currently the only qualified source capable of performing the mandatory NAVSEA MIL-S-901C Grade A Hi-Shock testing required for these components. Although all responsible sources may submit capability statements for the Government's consideration, qualifying an alternate vendor at this stage would result in a substantial duplication of costs and unacceptable schedule delays to the fleet.
