Background:
The Bureau of International Narcotics and Law Enforcement Affairs (INL) has undertaken the P4000 program to address the insufficient number of Haitian National Police (HNP) officers and expand their capacity to address the extreme levels of urban violence. To address the escalating threat posed by illegal gangs and support the re-establishment of state security, there is an urgent requirement for the HNP to develop foundation and specialized capabilities including tactical planning, movement and operations, urban policing and command, control and coordination. An enhanced urban operations training program will deliver standardized, high-quality and internationally developed tactical training to HNP recruits to improve their operational effectiveness in complex urban environments, strengthen their ability to counter organized criminal groups, and enable the safe, lawful, and coordinated conduct of security operations.
This Sources Sought notice is issued for planning market research purposes only, and does not constitute a solicitation for proposals, offers, bids, and/or quotes. This is not an announcement of a forthcoming solicitation, or confirmation that the Government will contract for the items contained in the Sources Sought, nor is any commitment on the part of the Government to award a contract implied. Responses to this notice will assist the Government in identifying potential sources and in determining if a Small Business set-aside of the solicitation is appropriate.
