The Puerto Rico Public Housing Administration (PRPHA) seeks Proposals from qualified individuals and/or legal entities that can provide high-quality Information Technology and other related consulting services for PRPHA. The PRPHA plans to update, upgrade and overhaul its housing management software and ancillary hardware. The upgraded system must be fully in compliance with current United States Department of Housing and Urban Development (“HUD") financial and other reporting requirements applicable to Public Housing Authorities. Pursuant to this Request for Proposals (“RFP"), PRPHA requires a consultant service to provide technical support for the implementation of the new Housing Management System and our operations. Services are being solicited in the following areas: Category A- Ender User SupportCategory B - Network Security ServicesCategory C - Network & Systems Administration ServicesCategory D - Server Management ServicesCategory E - Application Support ServicesCategory F- Senior Server Management ServicesCategory G- Project Manager Services The RFP package must be downloaded from the website https://subastas.avp.pr.gov. Interested Proposers must enter the User's guide to participate in the RFP Process and download Procurement Package. Here, the Proposers will be able to access a summary of the RFP and find options to register and download documents, such as the RFP Package and Addenda. A Virtual Pre-Submission Meeting will be held on January 27, 2026, at 10:00 a.m. (Puerto Rico Local Time). Although attendance is not mandatory, we strongly encourage Proposers to participate in the Pre-Submission Meeting. “The Respondents interested to participate in the Virtual Pre-Submission Meeting could access the link which is included in page 36 of the RFP Package."
