This is an invitation to market dialogue. This is not a request for tender, a procurement notice or an invitation to a negotiation procedure, and the publication of the notice does not start a tender. The City of Helsinki is preparing the Public Procurement Expert Services procurement, which provides high-level procurement expertise and legal expertise for various public procurement tenders of different sizes, as well as public procurement for consulting, development, training and legal representation related to the entire life cycle. As part of the tender preparation, this market dialogue is carried out, the aim of which is to get feedback from potential service providers to the preliminary description of the object of procurement and the requirements for bidders. In particular, the procurement unit requests views on what should be taken into account in the description and requirements of the procurement object and the suitability requirements of the bidders. The potential bidder participates in the market dialogue by reading the attachments of the request for information and answering the questions presented in the Other conditions section. The procurement unit reserves the right to discuss the potential bidder who responded to the market dialogue with. The procurement unit does not undertake to talk with all respondents.
