ROLE/SERVICE Provide bid and proposal evaluation services to public sector agencies

The Caribbean Development Bank (CDB) is seeking individual consultants to be included in a Bid and Proposal Evaluation Roster (BPER) to provide bid and proposal evaluation services to public sector agencies in the Co-operative Republic of Guyana (Guyana), and potentially other Borrowing Member Countries (BMCs), who are implementing CDB financed projects. CDB shall develop a roster with candidates deemed to have the necessary qualifications and experience and these consultants shall form part of the BPER, which Guyana and other BMCs may utilise to select suitable evaluators to supplement the evaluation capacity of procuring entities. Specific agreements, including fee rates and any reimbursables, would be agreed with the agency seeking the evaluation services and no agreement shall be entered into with CDB.

The objective of the assignments are likely to include but may not be limited to:

To assist Recipients of CDB financing by forming part of Expression of Interest, Proposal, Prequalification, and Bid evaluation committees. Evaluations shall be based on the criteria and procedures stated in the aforementioned documents and CDB-s prevailing procurement policies and procedures (www.caribank.org/work-with-us/procurement/resources); and

Assisting with the preparing of evaluation reports and associated documents.

Successful candidates will be registered on the PBER for an initial period of two (2) years, with the possibility of a further extension. Entry into the roster does not provide a guarantee of any work. This will depend on forthcoming needs from the Co-operative Republic of Guyana and other BMCs and a further selection process to consider the most qualified and experienced candidate, from those available, for the assignment in question. Assignments shall typically be short term in nature.

CDB now invites interested eligible individual consultants to submit Expressions of Interest indicating qualifications and experience required to provide these consultancy services.



ELIGIBLITY
Consultants shall be eligible to participate if:

1. the persons are citizens or bona fide residents of an eligible country; and

2. in all cases, the consultant has no arrangement and undertakes not to make any arrangements, whereby any substantial part of the net profits or other tangible benefits of the contract will accrue or be paid to a person not a citizen or bona fide resident of an eligible country.

Eligible countries are member countries of CDB

In the assessment of submissions, consideration will be given to qualifications and experience on similar assignments and specifically:

1. graduate or post-graduate qualification(s) in engineering, finance, accounting, procurement, logistics, or similar qualification(s).

2. at least five (5) years- experience of procurement, specifically in the context of CDB and Multi-lateral Development Banks projects or equivalent, and significant experience in undertaking evaluations and preparing evaluation reports;

3. sectoral experience in economic infrastructure (roads, ports, bridges et or water and sanitation or energy or education or trade/governance (consultants shall clearly state in their submissions, which sectors they have expertise and experience in);

4. strong team working and conflict resolution skills; and

5. the absence of any conflicts of interest with this role, including with current or potential future private sector activities.

INSTRUCTIONS

Expressions of Interest must be submitted electronically by email to procurement@caribank.org in pdf format no later than 5:00 pm (Barbados time) on the 2nd of December 2019. The email subject line should state “Expression of Interest -Bid/Proposal Evaluator Roster” and the email body must state the name and address of the applicant. The Expression of Interest will be deemed to have been received at the time that it is received by CDB. The burden of proving receipt of the e-mail will be on the applicant and will not be met solely by a read receipt or sent items report generated by the Consultant-s computer.

Following the assessment of submissions, the most technically capable and appropriately experienced applicants will receive confirmation that they have been added to the PBER and will be contacted by BMC agencies to provide services as required. CDB reserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety. CDB will not be bound to assign any reason for not engaging the services of any applicant and will not defray any costs incurred by any applicant in the preparation and submission of Expressions of Interest.
