Indicative notice - Procurement of user-directed personal assistance (BPA)
Today's framework agreement on user-controlled personal assistance expires on 31 March 2028 and the Swedish Welfare Agency has been tasked with acquiring new framework agreements. Why do we carry out an indicative announcement? In 2011, Oslo municipality introduced user selection for user-controlled personal assistance. The purpose of the acquisition is that the user choice scheme should work as intended, and that residents who are granted BPA have a real opportunity to choose supplier. The framework agreements must regulate the BPA service that the municipality buys from the suppliers, i.e. the implementation of approved decisions. The framework agreements will not regulate the districts' processing of applications and the content of the decisions. We want to get in touch with as many potential providers as possible and carry out a procurement that helps to ensure a real user choice. Indicative announcement is to invite potential providers to a dialogue meeting about the new procurement. What do we need help with from you? We want dialogue with suppliers who provide the service user-controlled personal assistance, or who plan to start up such a service offer.
