Tender Details

Tenders are invited for Increase awareness on Corruption and Access to Information.

Expertise France has been entrusted by the European Union to implement a 3-year project to support the national effort on combatting corruption. The overall objective of the project is to address corruption and transparency by improving good governance in Lebanon through the support of the Lebanese government-s effort in combatting corruption, including the implementation of the National Strategy for combatting corruption, and support civil society in that respect.

The expected results are the reinforcement of the National Authorities in charge of combatting corruption, the enhancement of the technical capacities of control bodies, the implementation of operational tools for pilot administrations, and an increased awareness among public service users.

These objectives will be achieved through technical assistance, equipment procurement and a grant to Lebanese SCOs and NGOs.

The project is structured around 3 components:

1- Support national effort on Transparency and Anticorruption

2- Strengthening the oversight bodies- capacities to prevent and fight corruption

3- Increase public awareness on Corruption and Access to Information

This Call for Proposals is part of component 3.

The specific objectives of this call for proposals are:

1. To raise public awareness on corruption, lack of transparency and providing the tools and knowhow to overcome their consequences.

2. To work on adjoining efforts in order to advance the fight against corruption.

3. To address corruption and the lack of transparency using good governance and risk prevention in Lebanon.

4. To tackle the lack of transparency by promoting the Access to Information law and the previous efforts made towards implementing it.

5. To produce a positive, pro-active, and tangible approach to promoting a more transparent control of public spending.

6. To engage diverse media outlets in the ongoing efforts invested in the fight against corruption.

The priorities are:

The priority of this call for proposals is to obtain measurable results regarding:

1. To widen the circle of organizations involved in the fight against corruption and lack of transparency while ensuring coherence and coordination in the approach.

2. To invest in producing valuable knowledge, portraying it in accessible and vibrant formats, and delivering it to all stakeholders.

3. To encourage the youth, especially university students, to become active participants in the process of developing anti-corruption and transparency policies, and help them sustain a continuing contribution.

4. To propose and executing sustainable tech-based interventions that produce innovative and contemporary access to information leading the way to modern-day transparency.

5. To push towards a more constructive approach against corruption and lack of transparency in the public sector, leading to further coordination with responsible entities.

6. To monitor and assess the work of public institutions and the evolution of the legal framework.

The Act project team will be conducting an information session on Thursday, December 28, 2019 at the SmallVille Hotel at 10a.m. During this session we will present the details of the project and answer any questions asked by potential applicants.

How to apply

A lead applicant shall act with co-applicant(s) and form a Consortium.

Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.

Lead applicants must submit a full application using the grant application form annexed to the guidelines. Lead applicants should then keep strictly to the format of the grant application form and fill in the paragraphs and pages in order.

Full applications (i.e. the full application form, the budget, the logical framework, etc) must be submitted in both hard and soft copy forms.

Hard copy:

Hard copy should be delivered in a sealed envelope by registered mail, private courier service or by hand-delivery (a signed and dated certificate of receipt will be given to the deliverer) to the address below:
