REQUEST FOR QUOTATION
TERMS OF REFERENCE
IN THE IMPLEMENTATION OF THE TOURISM INDUSTRY SKILLS PROGRAM
OF THE DEPARTMENT OF TOURISM
I. PROGRAM BACKGROUND/OBJECT
The Tourism Industry Skills Program (here after referred to as the Program) is a special project of DOT which aims to conduct various human capability building trainings for the tourism industry stakeholders all over the country.
This Program also aims to empower tourism industry workers to provide quality service leading to:
- Customer satisfaction
- Meet services standards
- Increase employment in the tourism sector
- Improve income opportunities
- Increased competitiveness of the Philippine tourism industry
- Increased tourist arrivals and tourism receipts
The program is in line with Ambisyon Natin 2040 specifically to the Pagbabago segment of the Vision which aims to -•reduce inequality in economic development opportunities. The tourism industry was identified as one of the priority sectors to achieve the vision of a -•relevant, inclusive and sustainable economic growth because of its ability to spread economic growth in all areas of the country as its value chain extends even to the farthest Sitio or barangay where tourist attractions are located.
The Program is also envisioned to address the concerns of the Philippine Tourism Human Resources Development Plan. Through the Tourism Industry Skills Program, the Department of Tourism is assisting various tourism stakeholders in the conduct of various training programs to address tourism skills gaps, upgrade HRD practices for tourism industry for increased customer satisfaction and finally enhanced competitiveness and profitability in the tourism sector.
II. TRAINING PROJECT AND PROPONENT
The process of identifying the needs of the industry, the proponent and its consortium had come up with the hereunder training program that could lead to the improvement of their services:
Title : Inbound Tour Packaging
Objectives:
i+/- Train local tourism stakeholders on how to develop tour packages as well as how to deliver said packages
i+/- Understand the role of tour operators and the components of a tour package;
i+/- Plan, develop and deliver tour package itineraries;
i+/- Cost and price a tour package itinerary;
i+/- Market and sell a tour package; and
i+/- Evaluate performance and production.

Description of services required:
The activity is a 3-day seminar/workshop on Inbound tour Packaging to be carried on largely through Lecture/discussion, dialogue, audio-visual presentation, return demonstration/hands-on and critiquing and may also involve actual ocular visit to the as venue for case study.
The activity requires the following facilities and services:
o Training venue conducive for training with complete furniture, lightings, rostrum and sound system including equipment for presentation (LCD projector and screen, whiteboard and pen) with adequate space for 30 participants;
o 1 meal (rice, soup, 3 main course, dessert & drinks) and 2 snacks per day for 4 days with free flowing coffee
o 1 guest room for the speaker for 5 days
o Dinner for the Two (2) speakers for 5 days
o Free Airport transfer service for the speaker
o Complimentary backdrop Tarp with size 4 feet by 6 feet (DOT will provide the design)
o Allow inspection of room and other facilities as part of the return demo activity
o Provide sample cleaning materials for demo purposes
o At least two (2) stand-by crew to assist the participants
o Free WIFI service
o Secretariat Table
III. QUALIFICATION OF SERVICE PROVIDERS (Training Venue)
The following minimum qualifications of service provider shall be the basis in selecting most appropriate venue:
- Must be an accredited establishment of the Department of Tourism (DOT), strategically located in the most accessible area in General Santos City;
- Willing to accept -œsend bill- payment arrangement with the DOT;
- Allows prior ocular inspection by the DOT of the venue being offered
IV. APPROVED BUDGET OF CONTRACT:
Approved Budget for the Contract (ABC): P74, 700.00
V. DURATION/TERMS OF CONTRACT
The training program shall be undertaken in Three (3) days of 8 hours per day on October 24-26, 2017.
VI. PAYMENT TERMS
DOT will pay the service provider in full not later than Two (2) weeks after the receipt of bill (charge invoice).
VII. INSTRUCTION TO THE BIDDERS:
1) The bidders shall submit the following Eligibility Documents in addition to the prescribed quotation form:
a. Registration certificate from the Securities and Exchange Commission (SEC), Department of Trade and Industry (DTI) for sole proprietorship, or Cooperative Development Authority (CDA) for cooperatives, whichever is applicable;
b. Mayor-s permit issued by the city or municipality where the principal place of business of the prospective bidder is located;
c. Valid PhilGEPS Registration Certificate
d. Tax Clearance
2) All entries shall be typed or written in a clearly legible manner in indelible ink.
3) Prices are inclusive of taxes, delivery and other incidental costs.
