BACKGROUNDThis work is part ofthe Nepal Earthquake Housing Reconstruction Multi-Donor Trust Fund (MDTF), which was established to support the Government of Nepal-s HousingReconstruction Program (HRP) following the 2015 earthquake and to strengthenlong-term disaster resilience. In collaboration with the World Bank andinternational donors-including the governments of Canada, Switzerland, theUnited Kingdom, and the United States-the MDTF provided financial and technicalresources to help rebuild safer homes and offer socio-technical support.In March 2023, theNational Disaster Risk Reduction and Management Authority (NDRRMA), theDepartment of Urban Development and Building Construction (DUDBC), MDTFDevelopment Partners, and the World Bank committed to advancing a comprehensiveset of initiatives designed to strengthen Nepal-s disaster resilience. Thesecollaborative efforts focus on thematic areas such as multi-hazard riskassessment, resilient infrastructure, community preparedness, disaster riskcommunication, public awareness, and citizen engagement. By targeting thesecritical areas, the partnership seeks to reinforce Nepal-s disaster riskreduction and management systems, laying the foundation for sustained, long-term resilience across the country.As part of the ongoing dialogue withmunicipalities, local governments have requested support to enhance their riskcommunication capacity. They emphasized that community preparedness andawareness are significant challenges in implementing disaster risk managementefforts.These Terms of Reference (TOR) have beenprepared to implement the activity under the Resilient Infrastructure pillar.OBJECTIVESThis work aims toimprove the communication of disaster risk reduction principles to governmentauthorities and communities in Nepal.
