Invitation to Bid for IMPROVEMENT/CONSTRUCTION OF WATER SYSTEM
1) The Municipality of Pilar, through the 20% Development Fund of 2026 intends to apply the sum of Php3, 000, 000.00 being the Approved Budget for the Contract (ABC) to payments under the contract for Improvement/Construction of Water System. Bids received in excess of the ABC shall be automatically rejected at bid opening.
2) The Municipality o Pilar now invites bids for Improvement/Construction of Water System (Level 1) at all barangay of the municipality of pilar. Completion of the Works is required 60 CD. Bidders should have completed, within 10 years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders (ITB).
3) Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”.
