Expression of Interest are invited for Implementation of Social Management Processes Project: "Construction Adduction 1 (Ptap Jove Rancho - Tiquipaya - Cochabamba - Sacaba)".

The Plurinational State of Bolivia has requested funding from the French Development Agency (AFD), a part of this financing will be allocated to the hiring of a consulting firm for the IMPLEMENTATION OF SOCIAL MANAGEMENT PROCESSES in the project: CONSTRUCTION ADDUCTION 1 (PTAP JOVE RANCHO - TIQUIPAYA - COCHABAMBA - SACABA), for an estimated amount of Bs3.909.373, 21 and a term of 680 calendar days
The Services of the Consultant will have the purpose of laying the foundations for the sustainability of the project through the Implementation of the social, participative, inclusive, equitable and co-responsibility component; focused on the identification, mitigation and resolution of social conflicts through the generation of timely social information actions (socialization process), agreements and consensus.
The planned works include: a line of adduction (24 km, DN 800mm in HDPE and FFD), branches (7 km, DN 450 and 500mm), five tanks (volumes between 2400 and 4500 m3), a lift station (capacity 1000) m3) and a pumping station (975 l / s, 2.1 MW).
The Ministry of Environment and Water (MMAyA) through the UCP-PAAP, invites the consultants to express their interest in providing the Services described above.

The eligibility criteria for AFD financing are established in subclause 1.3 of the "Procurement Rules for Contracts Funded by the AFD in Foreign Countries", available on the AFD website: www.afd.fr.

The interested consultants must present information proving that they are properly qualified and have the necessary experience (Implementation of the Component of Community Development / social management in the water and sanitation sector in populations greater than 10, 000 inhabitants in Bolivia), to carry out the Services, for which they must present:

1. Sufficient financial capacity, that is, total annual revenues above Bs2, 800, 000 in the last 3 years
2. Recent references (less than 10 years) in the provision of similar services
3. Availability of qualified permanent staff for the service

If the Consultant is an Association in Participation, Consortium or Association (APCA), the Expression of Interest must include a copy of the APCA Agreement between all members. Alternatively, members must sign and attach to the Expression of Interest, a letter of intent to enter into an APCA agreement in case their proposal is awarded, along with a copy of the proposed Agreement.

The MMAyA will prepare a Short List of maximum 6 candidates, preselected from the received applications, to which it will send the Proposal Request Documents related to the elaboration of the required Services.
