The objective of this consultancy is to implement an impact evaluation of a hybrid teacher training pilot for Early Childhood Education (ECE) teachers in Fiji. The pilot will be evaluated through a cluster randomized control trial to be conducted during the 2026 school year. The selected firm will support the design of assessment tools, implement baseline and endline surveys in the field, and analyze data, under the technical guidance of principal investigators to be recruited separately by the World Bank. The outcomes of the pilot are expected to support the design of future World Bank operations in Fiji and the broader Pacific region. The pilot is financed under the Advisory Support for the Pacific Island Region in Education (ASPIRE) program of the World Bank, with funding support from Australia through the Department of Foreign Affairs and Trade (DFAT). A separate firm will be hired to develop the pilot training curriculum and content and support high-quality delivery of hybrid (online and in-person) teacher training and coaching, under selection 0002015315 "Content and Digital Delivery Consultancy: Hybrid ECE Teacher Training Pilot in Fiji."
