Tender Details

It is anticipated that the International Criminal Court (ICC) located in The Hague, Netherlands, will shortly be issuing a solicitation for the provision of ICC Judicial Workflow Platform Develop New (Victims) Module and Update (existing) JWP modules. In connection with the above, the ICC is requesting expression of interest from qualified firms. The expected length of the assignment is an initial one (1) year period, with the option for the ICC at its sole discretion to extend the agreement once for one (1) year to a maximum period of 2 years subject to satisfactory performance. Service description: The main objective is to provide experienced contractors to augment ICC staff in developing and enhancing its core judicial system - JWP, which is based on Documentum xCP version 16.7.1. The work required is composed of two stages as described below. The Court may do a split award per stage, depending on the expertise and proposals submitted by the vendors. Stage 1. Develop new Victims Module The objective is to develop victim information management functionality within the Court's JWP system and to integrate with existing victim data flows and processes with a bespoke ICC victimsmanagement system. The Victims Module is envisaged as a new addition to the current portfolio of JWP Modules that will integrate and align with, all relevant existing Modules, including the Witness -, Filings - and Evidentiary Materials Modules, for consistency, usability and information security. Stage 2. Enhance existing JWP modules in support of data migration The selected vendor will update JWP modules and support activities that deal with migration related initiatives, including system and data review. The IT consultant(s) will be under the direction of the Court's Systems Development Team Lead and will work as a blended team with ICC staff and consultants from multiple organisations. The consultants will be required to work onsite at the Court's headquarters in The Hague, Netherlands. Prior approval of the Court is needed should location need to change example due to pandemic lockdown, etc. The ICC is looking for a service partner that is capable of providing the aforementioned services. The service partner shall meet the following criteria. Selection criteria: Experience (at least 2 years) in developing solutions in Documentum xCP version 16.7.1 or higher is required; Dueto the nature of the solutions to be provided, previous experience on developing for international tribunals' Legal Workflow is required. Experience of developing for the ICC-specific JWP is highly desirable; Previous experience of designing and delivering solution specifications for Legal Workflowon Documentum xCP is required. Experience in designing solution for the ICC-specific JWP is highly desirable; Experience in implementing projects in relation to handling sensitive data for international organisations or multinationals is required; Documentum xCP Developer certification is highly desirable; Include at least 1 CV of resource proposed for the project with above required qualifications; Providing more than 1 CV is desirable so that parallel work can be performed where possible provided that all CVs included in the proposal meet the required qualifications in this section; Bachelor's degree in computer science and/or information management is desirable; Include client references (at least 2) for specific work on Documentum xCP and Legal Workflow.
