City of Oulu, Corporate Administration requests your offer for IBM Planning Analytics on Cloud (PA) support, maintenance and development services (IT expert services), (hereinafter also "Clients") in accordance with this request for tender and its attachments. IBM Planning Analytics on Cloud (PA) is a financial planning system acquired from IBM as a cloud service, which produces e.g. The rolling forecast and budget of the city of Oulu. Planning models built into the system are utilized in the planning of the economy, for example personnel planning, investments and depreciation, and financial planning for early childhood education, basic education and upper secondary schools. In addition, the system produces financial data reporting to the Financial Data Service of the State Treasury's Municipalities and Welfare Regions. Financial and operational information transferred from different source systems is used in the calculation. The system is widely used in the entire city organization, there will be around 180 users in 2025.
