Hybrid mass spectrometer with quadrupole ion mobility and time-of-flight analyzers along with a high-performance liquid chromatography kit and accessories 1. The public procurement procedure is conducted in the form of a tender unlimited, based on Eng. 132 of the Act of 11 September 2019 Public Procurement Law (Journal of Laws of 2024, item 1320), hereinafter referred to as the "Pzp Act", implementing regulations issued on its basis and the Civil Code. To the extent not regulated this SWZ, the provisions of the Public Procurement Law apply. 2. The Ordering Party, in accordance with Art. 139 of the Public Procurement Law, provides for a reverse order of activities, i.e. it may first examine and evaluate offers, and then make subjective qualifications of the Contractor whose the offer was rated the highest in terms of lack of grounds for exclusion and meeting the conditions for participation in the proceedings. 3. The material scope of the subject of the order is described in Annex No. 2 to the SWZ. 4. The contractor is obliged to complete the order for terms and conditions described in the Draft Provisions of the Agreement constituting Appendix No. 8 of the SWZ. 5. The Ordering Party will invalidate the procedure pursuant to Art. 257 of the Public Procurement Law in the event of failure to allocate funds to finance the order. 6.
