The HSRA is seeking to engage the services of a suitably experienced Service Provider to undertake Economics, Funding & Financing, Demand Modelling and Economic Development Strategy Services to support the Detailed Business Case for Sydney to Newcastle High Speed Rail. The Scope of Services is comprised of Services to conduct various appraisals and deliverables for a Detailed Business Case. The purpose of the services is to : Develop deliverables that comply with the requirements for a Detailed Business Case in line with Infrastructure Australia requirements. Support HSRA to develop and refine options for the for the high speed rail along Australia-s east coast and Detailed Business Case Develop key inputs, advice and forecasts for options assessment that includes benchmarked evidence and analysis. Provide a high-quality assessment of the value-for-money case of the project. Document the framework for tracking and realising the benefits of the project. Accurately assess the financial impacts of the Sydney to Newcastle High Speed Rail Project including potential opportunity to reduce funding required by the Australian Government. The Service Provider in conducting these Services is expected to work as part of an integrated project office and work collaboratively with the HSR Project Team including contractors and other service providers.
