The primary objective of this project is to provide the City-s Festival and Event Support Team with an informed and formalized set of guidelines to follow when assessing HVM risks at outdoor events. This is to be done by creating a clear understanding of HVM at events including industry standards, government requirements, risk considerations, risk levels, appropriate HVM implements, exclusion zones, verbiage, and more. The HVM guidelines are to be complete with specific considerations around how to ensure accessibility to events spaces remains a priority without comprising event safety. Lastly, the guidelines are to include an assessment matrix to help FEST categorize all major, outdoor events based on risk levels. BACKGROUND AND RESEARCH The Consultant will research local and international examples of HVM guidelines and assessment matrixes that meet and exceed industry standards. A special focus on traffic laws, traffic patterns, infostructure and case studies in Canada, and British Columbia is required. DELIVERABLES The Consultant will deliver a Surrey-specific set of HVM guidelines for FEST to use across all major, outdoor events.
