TECHNICAL CONSULTANT FOR OPERATIONS
I. OBJECTIVE
Assess operations of BACIWA and identify critical areas with the end view of addressing concerns that do not create value or contribute to the financial and operational stability of Bacolod City Water District (BACIWA) as a Contract Monitoring Unit (CMU) .
II. SCOPE OF WORK
The technical consultant shall do an assessment of the full operations of BACIWA inclusive of the administrative, technical, financial condition of BACIWA from 2020 to the present.
The specific tasks shall include:
1. Evaluate operational policies, procedures, and organizational structure.
2. Review and assessment of the table of organization to determine the adequacy of checks and balances.
3. Recommend adjustments with regard to the classification of positions based on the approved Plantilla by the Department of Budget and Management.
4. Review and assessment of the delegation of authority and authorization procedures, appraisal and evaluation of the adequacy and effectiveness of the control mechanisms.
