Preparation of the Project Completion Report (PCR) for the GEF/UNIDO Project on "Improve the Health and Environment of ASGM Communities in the Philippines by Reducing Mercury Emissions" under GEF/UNIDO
I. INTRODUCTION
Artisanal and small-scale gold mining (ASGM) is particularly common in Southeast Asia, especially in the Philippines, where it has been traditional livelihood. ASGM is one of the most significant sources of mercury release into the environment in the developing world, and accounts for about 15% of the world-s annual gold production. Mercury is often used in ASGM to help separate gold from sediments using rudimentary processing methods. Workers combine mercury with gold-laden silt to form an amalgam, which is heated, often in or near homes, to evaporate the mercury and leave gold. Mercury is released into the air, where it is directly inhaled by workers and their families. It is particularly threatening to children, pregnant women, and women of childbearing age. The emissions from ASGM can also travel long distances around the globe, contributing to global mercury pollution and contaminating the world-s fisheries.
In the Philippines, ASGM occurs in more than 40 provinces, and provides important subsistence-level income for about 300, 000 miners and their families. For the past five years, ASGM activities have been producing at least 80% of the Philippines yearly gold supply. With that comes the annual release of an estimated 70 to 140 metric tonnes of mercury, which is approximately 3.6-7.2% of the current estimated total anthropogenic mercury emissions worldwide at 1921 metric tonnes (Mercury Watch Database).
The project aims to introduce mercury-free technology in 2 small-scale mining areas and supplements this effort by providing health training of rural healthcare workers in the proper diagnosis of mercury poisoning.
The project is funded through a GEF grant, amounting to USD 550, 000, a UNIDO contribution of USD 50, 000 (cash); and the counterparts- co-financing of USD 1, 031, 070 (cash and in kind), which amount to total project budget of USD 1, 081, 070.
II. OBJECTIVES
The DENR-EMB intends to employ an Individual to prepare the Project Completion Report (PCR) The specific objectives of the Consultancy are the following:
1. To compile and consolidate the required documents to be used for the preparation of the PCR;
2. To review all the project related reports and other relevant documents as basis for the preparation of the PCR;
3. To design, facilitate and act as resource speaker during consultation workshop and TWG meetings among key project implementers to discuss the PCR draft; and
4. To incorporate the comments gathered from the project implementers including lessons learned, and recommendations on the way forward prior to finalization of the PCR.
III. Outputs/Deliverables
The specific deliverables of the Consultancy are the following:
1. Draft PCR that covers all activities undertaken by the three (3) executing partners (BAN Toxics, DOH and DENR-EMB) under the Project;
2. Proceedings during consultation workshops/TWG meetings; and
3. Final draft of the PCR including lessons learned and way forward.
IV. Timeframe and Workplan
The timeframe for the consultancy shall be thirty (30) calendar days. The inclusive period for the consultancy shall commence upon signing of the contract and ends last week of September 2016.
The indicative dates stated below will be finalized upon signing of the contract and will be required to specify in the inception report that will be submitted by the Consultant prior to the processing and release of the first payment.

V. Procurement Method
The proposed procurement method for this consultancy is Quality- Based Evaluation Procedure. The consultancy requires strong familiarity with the project that is not available externally. The proposed consultant has worked as M and E component of foreign assisted projects, placing him/her in the best position to be familiar with the achievements of the project.
VI. Schedule of Payment
Details of the budget and the schedule of payment will be discussed with the consultant once this TOR has been reviewed by the executing partners and gets approved by the United Nations Industrial Development Organization.
VII. Penalty Clause
Without justifiable reason a penalty of 1/10 of 1% of the total contract cost shall be imposed for every day of delay in the submission of the required output as stated in the contract.
VIII. Qualifications
The Individual Consultant should have the following qualifications:
-c Has an extensive knowledge and strong familiarity with the project;
-c Has been familiar with the DENR guidelines on the preparation of PCRs; and
-c Has an extensive experience in technical writings.
IX. Duration of Assignment
The engagement of the Individual Consultant shall commence upon signing of the contract and to terminate on 30 September 2016.
X. Cost of Assignment
The total cost of assignment is PhP100, 000.00 which constitutes the professional fee of the consultant/report writer. The job is expected to entail thirty (30) calendar days broken down as follows:
Data gathering (including consultations with project implementers) and review of documents 15 calendar days
Drafting of report 5 calendar days
Presentation of first draft - workshop 5 calendar days
Incorporation of comments and finalization of the report 5 calendar days
Please note that incidental expenses shall be shouldered by the ASGM project funds.
