Washington County is requesting proposals from qualified organizations to provide SHS Shelter Operations at the City of Hillsboro year-round shelter to people experiencing homelessness or at risk of homelessness in Washington County. Through this procurement, the Department of Housing Services (DHS) is seeking a shelter operator(s) (“Supplier”) to contract with the County to provide services to support congregate/non-congregate shelter operation for 76 adult individuals. Eligible providers are invited to submit a response demonstrating their interest in and qualification for this project by May 5th, 2025. The scope of this RFP includes shelter operations and any services associated with operating shelter. Bidders should be shelter operators with the ability to provide necessary services or the proven ability to partner with service providers who can provide the necessary services. Bidders must be qualified providers of shelter services in Washington County per the Tri County RFPQ qualified providers list.The City of Hillsboro shelter project is located at 315 SW 17th Ave, Hillsboro OR. Upon the demolition of two vacant buildings on site, the lot will be repurposed into the Countys first congregate/non-congregate shelter site. A 9, 500 sq. ft. congregate sleeping building (36 beds) will be constructed, highlighted by a warming kitchen, hygiene facilities, a laundry room, office/meeting spaces, and a communal dining area. The rest of the site will feature 3, 500 sq. ft of non-congregate sleeping pods (40 beds), accessible by walking paths and surrounded by lush landscaping, outdoor seating, pet areas, and smoking areas. In addition, the location will offer accessibility to public transportation, social services, and a grocery store. The project is set to be completed in January 2026 (tentative).Contract(s) will be issued directly as a result of this RFP process. Following this process, DHS will initiate contract negotiations with selected Supplier(s).
