Justification, Statutory Authority: FAR 13.106-1(b)(1)(i) - Soliciting Competition; (b)Soliciting from a single source. (1) For purchases not exceeding the simplified acquisition threshold. (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, and brand-name or industrial mobilization). The authority permitting the use of noncompetitive procedures is 41 U.S.C. 3304 (a)(1).

Synopsis:

This is a Sole Source synopsis published for informational purposes only.

The United States Air Force Test Center/Directorate of Contracting (AFTC/PZZG), Edwards AFB, CA intends to issue a sole source contract to Flightcom Corp located at 17600 SW 65th Ave Lake Oswego, OR 97035 for the following headset system:

- P/N: FLCPWS-10, Flightcom Complete 10-User Wireless Headset System, QTY 2

- P/N: PR-71X, Adap Motorola APX, QTY 2

- Freight, QTY 1

Due to the fact that Flightcom Corp. is the sole manufacturer and distributor of these headsets, the contract will be awarded without full and open competition.

In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows:

Flightcom Corp, a division of Sonetics Corporation, manufactures headsets approved for use during weapons loading per attached memo titled "Approval for Use of Sonetic Headset, Model Number APX377, Around Ordinance Containing Electronically Initiated Devices". This memo states that the requested headsets are safe for use around HERO (Hazards of Electromagnetic Radiation to Ordinance) SAFE and HERO UNSAFE nuclear weapons.
